ChatTCU Source Code to Be Shared with Honduras
During the General Assembly of the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS), in Panama City from October 22 to 25, the Brazilian Federal Court of Accounts (TCU) signed an agreement with the Supreme Audit Institution (SAI) of Honduras for technology transfer. This agreement marks the beginning of technical cooperation between the two institutions, including the sharing of the source code for ChatTCU, the generative artificial intelligence (AI) developed by the TCU.
The memorandum reflects the intent of both institutions to encourage the exchange of experiences and technologies in the field of AI to strengthen audit and oversight processes. Both institutions are committed to upholding principles of transparency, equity, and mutual benefit, with a continuous goal of improving external control activities. The agreement anticipates the formalization of a definitive document in the coming months, detailing specific cooperation actions.
During the signing ceremony, the President of TCU, Minister Bruno Dantas, emphasized that formalizing the agreement with SAI Honduras in the coming months represents a significant milestone in technological integration among the region's audit institutions.
“This progress aligns with OLACEFS' objectives of fostering cooperation among audit institutions and strengthening the technical capabilities through knowledge and innovation exchange,” stated Dantas.
During the Assembly, Rainério Leite, Secretary of the Department of Information Technology and Digital Evolution (Setid) at the TCU, presented Brazil's experience and expertise in generative AI. His lecture, titled "Data Science and Artificial Intelligence as Development Tools for Supreme Audit Institutions," highlighted the potential of these technologies for SAIs.
According to Leite, providing the tool to Honduras highlights the advancements of Brazil, represented by the TCU, in generative AI. “The TCU is exporting technology. Honduras is the first international institution to receive it, and additional requests are forthcoming,” said the Secretary.
What is ChatTCU?
ChatTCU is a generative artificial intelligence tool developed by the Brazilian Federal Court of Accounts to support the execution of various internal tasks, enhancing productivity and increasing work quality.
The platform offers multiple functionalities, including responding to internal user queries, consulting norms and regulations, retrieving information about processes and documents, and assisting in meeting deadlines and performing routine activities.
Since the implementation of ChatTCU, the AI’s source code has been shared with 33 Brazilian institutions, which have begun adapting it to their specific needs.
Generative Artificial Intelligence (AI)
Generative AI refers to systems capable of creating information rather than simply analysing or reproducing existing data. This technology revolutionizes internal practices and strengthens the external control role. ChatTCU allows auditors to request summaries of case documents, pose technical queries related to TCU’s work and decisions, and seek assistance with administrative tasks. GB
