INTOSAI Journal Highlights the Role of Citizen Participation at the TCU

The Q3/2024 edition of the INTOSAI Journal featured an article on citizen participation in oversighting audits and decisions of the Brazilian Federal Court of Accounts (TCU). Written by Klauss Nogueira, auditor of the Audit Department for Information Technology (AudTI), the article discusses the importance of societal engagement in strengthening transparency and accountability in TCU’s audit activities. 

The publication explores strategies implemented by the TCU to facilitate citizen involvement, in line with guidelines from international organizations like INTOSAI. Among the initiatives mentioned are the Segecex (General Secretariat of External Control) Ordinance, which outlines guidelines to encourage citizen participation, and projects like the Citizen Task Force (Força Tarefa Cidadã) and the Conecta-TCU digital platform, both designed to enhance data access and dialogue between the Court and the public. The article highlights that promoting citizen engagement is essential for strengthening democracy, accountability, and the effectiveness of public sector audits globaly.
