INTOSAI’s regional organizations highlight activities and new challenges

Issues related to achieving the UN’s Agenda 2030 SDGs and audits during emergencies are examples of actions performed in the last 3 years. Among the challenge are coordinated audits connected to environmental themes and investments in Information Technology

The work developed by the regional groups of the International Organization of Supreme Audit Institutions was the main focus of the second part of the general plenary meeting, held last Wednesday afternoon (11/09). AFROSAI, ASOSAI, CAROSAI, EUROSAI, OLACEFS and PASAI representatives addressed the main activities developed in the last three years, also bringing attention to future challenges.

AFROSAI: bylaw amendments to enhance support for regional SAIs

In the second part of the general plenary meeting, AFROSAI’s representative, Mamadou Faye, from the SAI of Senegal, reinforced the innovations introduced by AFROSAI new bylaws (https://afrosai.org/). Among these additions, the creation of a board of directors, the new roles of the secretary general, the operationalization of the strategic plan and the recognition of sub-regional organizations.


For INTOSAI’s 2022-2027 Strategic Plan, Faye emphasized that AFROSAI - an institution founded in 1976) - guarantees it is aligned with INTOSAI by providing regional support for common challenges faced by supreme control institutions that comprise the group. He also highlighted AFROSAI’s commitment to be a good governance model to its members.

ARABOSAI: training and focus on the strategic plan

After thanking TCU for its effort in organizing INCOSAI, the representative of ARABOSAI (http://ww.arabosai.org), Gtari Nejib, who presides over the Tunisian SAI, spoke about the technical innovations put in place since INTOSAI’s last general meeting. He added that ARABOSAI is focused on qualifying its members and that it now looks to INTOSAI’s strategic plan that runs until 2028. A video with the main results was also released.
 

ASOSAI: communication and joint efforts to ensure everyone advances

Today, ASOSAI (https://www.asosai.org) is presided by Thailand’s SAI, with China holding the position of Secretary General, and 46 supreme control institutions as its members. The Chinese auditor general Zhang Ke, who represents the Asia regional group, thanked Brazil for the efforts made to hold the in-person event after so many remote meetings that have taken place in recent years.


Among the changes seen since the last INCOSAI in Russia, Zhang Ke emphasized communication actions developed by ASOSAI, such as changing the regional organization’s logo, promoting seminars and the Asian magazine’s seven electronic editions. He also addressed the challenge launched by the institution, won by Thailand’s SAI, and how it was precisely this contest that gave the association a new logo.


In addition to strengthening communication, Ke ratified ASOSAI 's commitment to developing audits in governmental programs and policies that contribute to reaching the United Nations’ (UN) Agenda 2030 sustainable development goals (SDGs). Environmental issues were targeted by several coordinated actions. He also reinforced that the world has changed and that we are adapting to the new normal, but the organization's great challenge is not to leave anyone behind, bringing the importance of mutual cooperation, so that everyone can adapt to this new reality, into the spotlight.
 

CAROSAI: studies on IT and data innovation with the future in mind


Pamela Monroe Ellis, auditor general of Jamaica and CAROSAI’s secretary general, brought the efforts of the regional group involving action transparency to light. With 23 SAI’s in total - 14 of them are independent, six are in British territories and three in the Netherlands - CAROSAI detailed the implementation of coordinated work among the members, ensuring quality and practices that are aligned with the international auditing standards (the so-called ISSAIS).


Monroe mentioned that in June 2020, five countries devised the 3D Coordinated Health Audit to analyze the region’s public health performance. Thirteen members comprise the team ahead of the project, whose end is foreseen for next year. The cooperation also resulted in emergency action supervision work aimed at combating Covid-19.


Training was also something CAROSAI focused on in the last three years. In a partnership with the INTOSAI Development Initiative (ISI), 56 auditors from 11 supreme control institutions took part in the Pesa-P program. Studies focusing on IT and data innovation were also promoted. 


The idea is that the result of this research can help, and map needs for the future. The incentive to measure the performance of SAIs was also intensified. In addition to participating in the Performance Measurement Framework for Supreme Audit Institutions (SAI-PMF), CAROSAI implemented the INTOSAI tool, which allows the SAI to carry out a self-assessment to analyze its integrity risks and assess the maturity of its integrity management systems.

 

EUROSAI: ethics, training, and partnerships

The secretary general of EUROSAI and president of the European Court of Auditors, Enriqueta Chicano Jávega, reinforced that the regional organization met in April of 2021, at a virtual congress, hosted by the city of Prague. This was one of the six times that the EUROSAI committee met. In one of the extraordinary meetings, EUROSAI decided that its members would suspend cooperation with Russia and Belarus, a direct reflex of the war in Ukraine.

EUROSAI, created in 1990, also spoke about the main results of its 2017-2024 strategic and operational plans. There are several working groups established in it, with a special mention to those that address ethical issues, environmental issues, technology use, municipal audit task forces and other actions related to disasters.


The regional group also supported the work that focused on improving INTOSAI’s Forum of Standards (Fipp) and that has been working hard since 2020 to strengthen institutions, disseminate information and promote debate. In the exchange of information, it promoted a conference for young auditors. Wurosai has advanced in its partnership with IDI, even winning awards, always supporting the independence and robustness of the structures of supreme control institutions.


OLACEFS: communication and gender equity featured

In his last year ahead of the OLACEFS, Jorge Bermúdez, the controller general of Chile, emphasized the advancements made by the regional group in issues related to gender equity and communication. Many actions were developed involving gender issues – such as webinars, inclusion and equity campaigns and policies, and a partnership that was established with UN Women. Leading by example was the basis for these actions by the regional group.

The policy was established and enforced in OLACEFS’ communications, and a new portal was launched. With the new practices and channels our communication network proved amazingly effective, stated Bermúdez.


Another issue that drew attention were the actions focused on anticorruption. Finally, he thanked everyone for their support and wished this support would be extended to Mexico’s SAI, which now takes office as the president of OLACEFS for the following years.

PASAI: cooperation for the solution of common issues

We are either in a crisis or recovering from one. This was the sentence chosen by the PASAI Secretary General, John Ryan, also controller and auditor general of the SAI of New Zealand, to kick start his presentation.
Ryan said that, within three years, countries of the region have been punished by tsunamis, volcanic eruptions, political-economic conflicts, and yet again by Covid-19. The period was marked by huge problems.


Added to this was the challenge faced by the supreme control institutions of the Pacific that also deal with limited resources and physical structures. Despite the adverse context, the SAI’s positive and cooperative posture has made the difference.


With 27 members from 20 countries, PASAI held a virtual congress when the pandemic began, aiming to guide actions and approaches to deal with this issue. It also discussed leadership. For the following years, PASAI will invest in actions that target the SAIs’ independence, transparency, high quality, strengthening of members, and a secretariat capable of supporting SAI needs.


INTOSAI partner institutions

After approving reports of the regional organizations in the plenary meeting, institutions who work with INTOSAI made presentations. For the INTOSAI president, Minister Bruno Dantas, who is also the TCU president in office, these institutions are absolutely strategic to strengthen and eco the voices of our organization throughout the most diverse multilateral forums.
 

The United Nations (UN), World Bank, International Federation of Accountants (Ifac), Organization for Economic Development and Cooperation (OEDC), and the Institute of Internal Auditors (IAA) reported different actions developed in partnership with supreme control institutions.

Supervisory Committee on Emerging Issues and results of Russian management in INTOSAI’s Presidency

The Supervisory Committee on Emerging Issues (SCEI), led by the supreme control institution (SCI) of Russia, who occupied INTOSAI’s presidency until Brazil took office last week, also accounted for its activities This committee mainly addresses issues regarding emerging challenges faced by INTOSAI, and by each supreme control institution individually.


Over the last months, a group of specialists from SCEI has made recommendations to the INTOSAI Board of Directors and promoted webinars on Covid-19. It also kept a database related to the pandemic and created an initiative observatory or initiatives developed by governments and supreme control institutions, related to the disease. 

Aleskei Kudrin, president of the Russian institution, took the opportunity of being at a plenary session to assess the actions performed by his country’s supreme control institution, which was, at the time, also acting as President of INTOSAI, a position that, as of this week, was passed on to Brazil. As president, Russia brought  attention to guidelines and publications developed, among them Guid 5280, which addresses audits in public procurements and recommended that INTOSAI continue investing in them.

Regarding U-INTOSAI, an online educational platform for INTOSAI members, Kudren reported that the environment is already  operating in seven languages (English, Russian Arab, French, German, Portuguese,  and Spanish), with 118 courses available. He stated that there are 54 authors and  partners in courses, with around two thousand users from 196 countries registered  on the platform.
