JuriSAI International Conference hosted in France
The International Organization of Supreme Audit Institutions with Jurisdictional Functions (JuriSAI) held its first General Assembly on October 8 in Paris, France. The meeting brought together Supreme Audit Institutions (SAIs) with jurisdictional functions to establish JuriSAI as an affiliated body of the International Organization of Supreme Audit Institutions (INTOSAI). The president of the Brazilian Federal Court of Accounts of Brazil (TCU) and chair of INTOSAI, Minister Bruno Dantas, emphasized the importance of fostering cooperation and dedication among Supreme Audit Institutions (SAIs). According to Dantas, the establishment of this new institution will enhance the quality and impact of the work performed by SAIs with jurisdictional functions.
“JuriSAI will assist us in showcasing the efectiveness of our jurisdictional model in promoting transparency and accountability. By directly addressing public responsibilities in our activities, we reinforce the vital role that jurisdictional oversight in safeguarding public rights, enhancing governance, protecting public resources, and maintaining public trust," declared.
STRUCUTRE OF JURISAI
In this first term, the French Court of Accounts presides over the organization, while Morocco is responsible for the general secretariat. Portugal holds the first vice-presidency, and Brazil occupies the second vice-presidency.
As the second vice-president, Brazil leads the Committee on Finance, Administration, and Communication. Italy coordinates the Public Prosecutors’ Committee, and Senegal heads the Capacity Development Committee. The Steering Council includes Angola, Spain, Mauritania, and Djibouti.
Currently, JuriSAI comprises 30 full members: France, Morocco, Brazil, Angola, Benin, Burkina Faso, Cameroon, Ivory Coast, Ecuador, Greece, Guinea-Bissau, Italy, Mali, Portugal, Senegal, Spain, Chad, West African Economic and Monetary Union (UEMOA), Djibouti, Belgium, Turkey, Algeria, Andorra, Chile, Iran, Togo, São Tomé and Príncipe, Haiti, Mauritania, and Poland.
The former president of the Portuguese Supreme Audit Institution, José Tavares, who completed his term on October 7, was elected as the first honorary member of JuriSAI.
STRATEGIC PLAN
Minister Bruno Dantas presented the JuriSAI Strategic Plan, developed by a task force formed by Brazil, France, Ecuador, Italy, Morocco, Portugal, Spain, and Angola.
To ensure the document addresses various needs, consultations were also conducted with 52 countries, as well as the INTOSAI Development Initiative (IDI), the African Organization of English-speaking Supreme Audit Institutions (AFROSAI-E), and the Arab Organization of Supreme Audit Institutions (ARABOSAI).
The plan is structured around three objectives: promoting knowledge sharing and collaboration, strengthening capacity-building and development activities, and highlighting the benefits of the jurisdictional model within INTOSAI. The objectives are supported by goals and expected outcomes, outlining the path for advancing jurisdictional functions.
“The JuriSAI Strategic Plan is not just a technical product, but a testament to the power of collaboration. It reflects the contributions of SAIs and stakeholders from around the world and sets the stage for a future where jurisdictional functions are recognized and celebrated as essential contributors to good governance,” stated Dantas.
JuriSAI
JuriSAI was created to establish a common foundation for addressing challenges within jurisdictional models, promoting collaborative norms and guidelines for jurisdictional activities, advocating for the jurisdictional model through unified efforts, and contributing to the recognition of its relevance. The organization also supports the professionalization and capacity development in jurisdictional activities.
Jurisdictional activities involve auditing public accounts and overseeing public officials and fund managers, as well as investigating personal culpability and imposing sanctions on those responsible for irregularities in the management of resources and operations. Currently, SAIs with jurisdictional functions represent 25% of INTOSAI's members.
GOVERNANCE
- General Assembly: the highest decision-making body, composed of the heads of the organization’s full members. It meets every three years.
- Presidency: led by the president of the SAI hosting the General Assembly.
- Steering Committee: provides strategic leadership. It includes the president, the first vice-president (who hosts the next General Assembly), the second vice-president (who coordinates the Committee on Finance, Administration, and Communication), the secretary-general, and three elected members. Annual meetings.
- General Secretariat: supports JuriSAI's operations and activities, led by a full member elected for a six-year term.
- Permanent Committees: specific groups focused on Finance, Administration, and Communication; Capacity Development; and Public Prosecutors.
- Thematic Committees: established for specific objectives as needed.
