The Court is also composed of four substitute ministers, selected by civil service entrance examinations, which include presenting academic and professional qualifications and shall be appointed by the President of the Republic, among citizens who meet the requirements.

The substitute minister, when replacing a minister, will have the same guarantees, impediments and grants of a minister, and will benefit from his rights and prerogatives, according to the TCU Bylaws, while in the Full Court and in the chamber.
