Brazilian Leadership in INTOSAI Highlighted at Regional SAIs Meeting
EFSUR Ordinary Assembly has recognized the progress driven by the Brazilian Federal Court of Accounts (TCU) within the International Organization of Supreme Audit Institutions (INTOSAI), reinforcing cooperation among audit institutions across countries

On November 24, in Fortaleza, the Brazilian Federal Court of Accounts (TCU) presented the results of its leadership of the International Organization of Supreme Audit Institutions (INTOSAI) during the XXXIV Ordinary Assembly of the Supreme Audit Institutions of South American Countries (EFSUR). Opening the session, EFSUR President and Chile's Comptroller General, Dorothy Aurora Pérez Gutiérrez, praised Brazil's work. The TCU projected our region's voice onto the global stage and demonstrated that South America has much to contribute to good global governance, she said.

TCU Vice President, Minister Jorge Oliveira, represented the Court's President, Minister Vital do Rêgo, at the meeting. Oliveira emphasized that regional leadership depends on coordinated action. We are capable of leading global debates of enormous relevance when we act together. The legacy built is not only TCU's it belongs to the entire region, he stated. According to him, no oversight institution should be left behind, highlighting cooperation as a strategic tool for transparency, institutional modernization, and sustainable development.
The TCU highlighted the main results of its chairmanship at INTOSAI, including ClimateScanner, the Practical Audit Guide for Energy Transition, and the amplification of the global voice of Supreme Audit Institutions (SAIs), which led to the adoption of United Nations Resolution 79/231. The resolution officially recognizes the role of oversight entities in the 2030 Agenda, which comprises 17 Sustainable Development Goals (SDGs), aimed at eradicating poverty, protecting the environment, and consolidating transparent and accountable societies.
The EFSUR Assembly brought together delegations from Argentina, Brazil, Chile, Colombia, Ecuador, Paraguay, Uruguay, and Venezuela. Among the topics discussed were the approval of regional bulletins on gender, environment, and public works; progress on the Géner.A platform for audits with an equity perspective; and the update of the coordinated audit of SDG 8 Target 8.5, dedicated to the inclusion of women and persons with disabilities in the labor market.

The presidency of EFSUR remains with Chile's Office of the Comptroller General, led by Dorothy Aurora Pérez Gutiérrez, who also serves on the ClimateScanner Executive Group and chairs the OLACEFS Capacity Building Committee (CCC). A historic partner of TCU since 1995, the Chilean audit office cooperates with Brazil on environmental audits, training programs, and oversight innovation initiatives.

At the end of the meeting, it was confirmed that the next Ordinary Assembly will be held in Cali, Colombia, from July 22 to 24, 2026.
