BRICS Conference Discusses High-Risk Infrastructure Audits
TCU presents initiatives to address halted and unfinished public works in Brazil

On November 6, the Brazilian Federal Court of Accounts (TCU) participated in the webinar High-Risk Infrastructure Audits , organized by the BRICS Supreme Audit Institutions (BRICS SAIs). The group is composed of Brazil, Russia, India, China, South Africa, and, since 2024, the United Arab Emirates, Egypt, Ethiopia, and Iran, and was further expanded in 2025 with the inclusion of Indonesia. The event was hosted by the Supreme Audit Institution (SAI) of South Africa (AGSA).
Representing Brazil, Keyla Boaventura, Secretary of Government Audit for Infrastructure of TCU, presented the Court's actions in addressing the chronic problem of halted public works in the country. She explained that the Brazilian Federal Court of Accounts has been working continuously and consistently since 1995 to address this challenge, promoting annual audits, diagnostics, and the creation of tools such as the Halted Public Works Dashboard. The TCU's actions have been essential in preventing the waste of public funds and engaging managers and society in addressing this high-risk problem, she stated.

Boaventura also outlined the main causes behind the interruptions, such as inadequate project design, insufficient financial resources at the state and municipal levels, and challenges in managing federal funds. She emphasized that the TCU has issued recommendations and determinations to improve management and transparency of public works, while monitoring the resumption and completion of priority projects, particularly in education and health.
One of the results presented was the federal government's implementation of the ObrasGov.br platform, which consolidates information on public works, ensuring greater transparency and data standardization. Other advances include the National Pact for the Resumption of Education Works, established through Provisional Measure nº 1,174/2023, and the New Growth Acceleration Program (PAC), which provides for a significant amount of federal resources for the resumption of halted or unfinished works.
Alongside Brazil, the event featured presentations from representatives of SAIs from Russia, India, China, South Africa, the United Arab Emirates, Iran and Indonesia, who also shared high-risk challenges related to public service concessions, transport systems, road construction, dams, and sports event structures.
