International Workshop Strengthens TCU's Role in the Defense Sector

On February 10-11, the Brazilian Federal Court of Accounts (TCU), through the Serzedello Corrêa Institute for Capacity Building (ISC), held a technical workshop in Brasília aimed at strengthening the Court's government oversight of Brazil's National Defense System. The event brought together international and national experts with experience in strategic planning, governance, and defense capability development.
Participants included researcher Laura R. Cleary from the Institute for Defense Analyses (IDA), a leading U.S. organization in national security research and technical advisory services, as well as professors from the Brazilian Defense College (ESD), the institution responsible for training civilian and military leaders in Brazil's defense sector.
During the workshop, speakers presented internationally adopted models for structuring defense systems based on coherence among strategic guidance, institutional planning, and resource allocation. The discussions also addressed dysfunctions observed in public policies in the sector, with a particular focus on risks arising from fragmented decision-making, misalignment between strategic objectives and implementation instruments, and shortcomings in governance and oversight mechanisms.
The exchanges were tailored to the context of government audit, enabling a deeper understanding of how audits can assess, through an integrated approach, the consistency between defense policy, strategic planning, governance structures, and budget execution. This technical dialogue contributes to enhancing the TCU's institutional capacity to analyze complex policies of high strategic relevance.
The initiative is part of the Court's ongoing efforts to invest in staff development and to strengthen its work in areas of critical public interest, ensuring that its audits are conducted with a high level of technical rigor and in line with international best practices.
