TCU Auditors Publish Article on the Use of AI in Audits in International Journal

The experience of the Brazilian Federal Court of Accounts (TCU) in applying artificial intelligence (AI) to auditing was featured in the 10th edition of the international journal PursuIT, published by the International Center for Information Systems and Audit (iCISA), an institution linked to SAI India.

The article, entitled AI Applied to Public Auditing: The TCU's Experience with ChatTCU and GABI was authored by auditors Fernando Gama Júnior, Klauss Nogueira, and Pedro Coutinho Filho, from the Audit Department for Information Technology (AudTI), and presents the TCU's journey in responsibly and innovatively integrating AI technologies into its government audit activities.

ChatTCU and the Genesis of GABI

The article presents the development and adoption of ChatTCU, a tool based on generative language models (LLMs) that currently assists hundreds of Court auditors in tasks such as normative research and text standardization.

Building on this experience, they identified the need for a solution to automate the preparation of minutes and summaries, often held in the context of audits. This led to the creation of GABI Automatic Report Generator powered by IA, integrated with ChatTCU and designed to transcribe, summarize, and structure meeting minutes quickly, in a standardized and transparent manner.

With GABI, it is possible to reduce the time spent preparing minutes, increasing productivity and strengthening information governance, which ensures greater traceability and quality of records of audited interactions between audit teams and public managers.

International Recognition

The article also highlights that, in 2024, the TCU was recognized by the Organization for Economic Co-operation and Development (OECD) as the only public institution with an advanced level of maturity in the use of generative AI in public administration, reinforcing the Court's leading role in technological innovation and digital governance.

The publication in PursuIT reaffirms the TCU's position as an international reference in digital auditing and highlights how the combination of innovation, ethics, and technology can transform government audit and generate public value.
