TCU welcomes delegation from Mozambique

The Brazilian Federal Court of Accounts (TCU) welcomed a delegation from Mozambique. The group, representing the National Directorate of Public Accounting (DNCP) and the Center for the Development of Financial Information Systems (CEDSIF), was received by the Chief Auditor of the Audit Department for Account Certification (AudFinanceira), Antonio Alves de Carvalho Neto.
The Mozambican delegation included the Project Manager for the adoption and implementation of the International Public Sector Accounting Standards (IPSAS), Abdel Saquina Muhorro Mussagy Talaquichand, and the Business Process Analyst for the project, Abrahamo Vasco Quive. Also, part of the group were two senior technicians from the Budget and Public Accounting department: Evangelina Vanusa Francisco Constantino and Acrisio Boaventura Mandlate.
This is not the first time Mozambican specialists have visited the TCU. On this occasion, they were particularly interested in learning about the role of the Court in auditing and overseeing the application of the IPSAS. They also sought to understand how Brazil audits the consolidated government financial statements, as well as the financial statements of the public sector and state-owned enterprises.
The delegation also aimed to access practical examples of audits based on the IPSAS, issued by the International Public Sector Accounting Standards Board (IPSASB), an independent body associated with the International Federation of Accountants (IFAC).
Accounting Standards
The IPSAS are designed to establish accounting and financial reporting standards for the public sector. They are largely based on the International Financial Reporting Standards (IFRS), which apply to the private sector, but have been adapted to meet the specific needs of public sector entities.
