Benefits of external control actions in 2021 totaled US$ 16 billion

The 2021 TCU Annual Activity Report presented the main results of the Federal Court of Accounts during the period. The benefits (actual and potential) from external control actions developed by the TCU totaled US$ 16 billion, an amount 40 times higher than the Court's operating cost during the period, which was approximately US$ 402 million.

Among the highlights of the report are the Support Program for the Responsible Municipal Manager (TCU+Cidades), with actions developed in collaboration with other control bodies in favor of Brazilian municipalities, and the preparation of the Previous Opinion on the Accounts of the Government of the Republic concerning the year 2020, that indicated which accounts would be able to be approved, with reservations, by the National Congress.

The narrative also highlighted the approval of the Public Works Auditing Consolidation Report (Fiscobras 2021), which consolidated 49 audits of infrastructure projects with a total budget allocation of US$ 7.4 billion. The action summarizes a set of annual audits carried out by the TCU to assess, from a technical point of view, the quality of the execution of the main works in progress in the country.

Another highlight was the Auditing Report on Government Policies and Programs for the year 2021, prepared by the Court and sent to the Congress, in compliance with the Budget Guidelines Law (LDO). In this action, three different audits were consolidated for the benefit of social protection and emergency programs for accessing credit to face the crisis caused by the pandemic, with monitoring of the process of granting and paying emergency relief in the context of the Covid-19 crisis.


In addition, during the period, the TCU monitored the bidding process for 5G technology, the largest radiofrequency event held in the country. With the collaboration of the Court, the pricing analysis for the 26 GHz band was improved, with an increase of more than US$ 370.42 million in the minimum price initially calculated. The measure is fundamental for social and economic development based on high-speed connectivity and digital inclusion, valued by Anatel at more than US$ 8.33 billion.
