The Brazilian Federal Court of Accounts (TCU) is taking part in the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), which began on November 30, and runs until December 12 in Dubai, UAE. The goal is to present and disseminate the ClimateScanner, an initiative led by TCU within the International Organization of Supreme Audit Institutions (INTOSAI). 

The initiative will be presented in panels and meetings in the official booths of Brazil, Finland and the United Arab Emirates, the Inter-American Development Bank (IDB) and the United Nations Department of Economic and Social Affairs (UNDESA). 

"ClimateScanner contributes directly to the UN's 2030 Agenda, becoming a perennial instrument in the fight against deforestation and environmental degradation, in the protection of biodiversity and in the promotion of sustainable development", said Minister Bruno Dantas. 

ClimateScanner is a tool that will enable Supreme Audit Institutions (SAIs) to assess and monitor government actions to tackle the climate crisis. The project is a global initiative that will collect, consolidate, and disseminate data on government actions related to climate change. 

The design of the methodology was successfully finalized by the ClimateScanner Executive Group, made up of 18 SAIs. Meetings held on November 21 and 22 marked the conclusion of the tool's nine-month development process. At the meetings, the group also discussed the project's next steps: 

• Preparation of the methodology manual, a document that will contain detailed guidelines on how auditors should apply the tool; 

• The ClimateScanner Global Call will be held in March 2024 at the United Nations headquarters in New York, gathering SAIs high-level officials to participate in the project by applying the ClimateScanner in 2024; 

• Capacity building for SAIs that will apply the ClimateScanner tool; 

• Application of the tool in different countries; 

• Consolidation and presentation of results. 

The ClimateScanner Executive Group is currently made up of 17 countries and the European Court of Auditors. They are: Brazil, Canada, Chile, Colombia, United Arab Emirates, Slovakia, United States, Philippines, Finland, India, Indonesia, Maldives, Morocco, New Zealand, Kenya, United Kingdom and Thailand.
 

ClimateScanner at COP28

Today, December 1, Minister Bruno Dantas presented the panels "ClimateScanner: an innovative assessment about governments' actions related to climate change" and "Climate change impact - Supreme Audit Institutions working to effectively implement policies related to climate change". 

On Saturday, December 2, the theme of the panel is "Green technologies, H2 and carbon capture (CCUS)". On Sunday, December 3, the minister will take part in the panel "Value for money? Auditors for accountability and effective climate spending". 

On Monday, December 4, the panels "Integrating national and sub-national efforts to tackle the climate emergency" and "ClimateScanner: an innovative tool on climate finance" will take place. 

On December 10, the topic will be "ClimateScanner: Audit institutions as central actors to leverage climate finance and policies". 

ClimateScanner milestones in 2023 

• Project alignment and kick-off meetings in February; 

• Development of the first version of the methodology framework, online, between March and April; 

• ClimateScanner Technical Workshop: tool design, in Brasilia, at TCU’s Capacity Building Institute, in May; 

• Development of the ClimateScanner web platform prototype, from May to September; 

• ClimateScanner Summit in Foz do Iguaçu in July; 

• Testing of the methodology, online, between August and September; 

• ClimateScanner Second Technical Workshop: Final Adjustments, in Abu Dhabi, in September; 

• Training with the United Nations Development Program (UNDP) at TCU’s Capacity Building Institute, in September; 

• Global Survey, online, between August and October; 

• Reconhe-Ser 2023 Award, in November, with the first prize in the popular vote.
