COVID-19: What has the Federal Court of Accounts – Brazil (TCU) been doing to promote preventive control regarding the Actions to Combat the pandemic within the Brazilian government?
The implemented system allows for a preventive and pedagogical action of the Court, which is able to identify, during the initial phase of acquisition of products and services, the existence of risks, failures or deviations of resources destined to combat the crisis.
The actions established in the Special Monitoring Plan of Actions to Combat Covid-19 will enable a timely inspection, contributing to the effectiveness, efficiency and compliance of emergency contracts and acquisitions. The initiative also aims to provide legal certainty to managers, besides also guaranteeing transparency to government actions, which should directly affect the population.
The monitoring of public administration actions will be held preferably through virtual meetings and with the use of Information Technology (IT) tools. Each follow-up will be led by the rapporteur of the specific area to which the action refers to. Subsequently, the rapporteur in charge of health issues in the TCU, Minister Benjamin Zymler, will consolidate the control actions.
