INTOSAI Journal features TCU’s experience in the evaluation of information quality of public entities’ portals
Auditors from the Audit Department for Information Technology (AudTI) Klauss Nogueira, Rafael Albuquerque da Silva, and Tiago Menegardo published the article Evaluation of Information Quality From the User’s Perspective in the INTOSAI Journal of Government Auditing. The journal is the official publication of the International Organization of Supreme Audit Institutions (INTOSAI).
The article, published in December 2023, proposes a methodology for evaluating information quality available in portals of federal government entities. The study considers aspects such as timeliness, completeness, conciseness, accuracy, clarity, reliability, accessibility, and relevance as criteria for the assessment.
Moreover, the methodology includes evaluating how users perceive the information, since its value depends on the user and the context in which it is presented. This is important because conventional metrics for information quality may not fully capture the needs and expectations of users.
The TCU successfully adopted this approach during an audit of the portals of the Ministry of Health, the Chamber of Deputies, and the Federal Court of Accounts, carried out between 2020 and 2021. This is an example of how innovation can improve government transparency for the benefit of society.
