TCU announces audit to assess causes of vulnerability of indigenous peoples

The audit will focus on actions to overcome the health and humanitarian crisis faced by the Yanomami people.

During this week’s plenary session (01/25), the president of the Federal Court of Accounts (TCU), minister Bruno Dantas, announced an audit in collaboration with the office of internal control of the Executive Branch (called Comptroller General of the Union – CGU) to assess the causes of indigenous peoples' vulnerability, particularly the Yanomami. 


Dantas said that the agreement made with the CGU focuses on joint action to support the Ministry of Health in immediate and effective actions to overcome the health and humanitarian crisis that the Yanomami Indigenous Land is going through. For that matter, the General Secretariat of External Control was determined to immediately conduct the audit proposed by Minister Vital do Rêgo.    


The minister also highlighted the initiatives already undertaken by the Court, one of them being the expansion of the focus of the audit provided for in Court Decision 2.108/2021-TCU-Full Court. This work will now cover the withdrawal of mineral resources in the face of threats to indigenous rights in the territorial, cultural, environmental and health spheres, especially with regard to the advance of mining, the extraction of precious stones, illegal logging and deforestation. 


The president of the Court also commented on the resources committed to indigenous health in the year 2021, which reached the amount of R$ 1.55 billion, of which R$ 1.43 billion were paid. These values are quite expressive and indicate the relevance of the policy. 


Among other TCU actions on the subject, the president highlighted: I) Court Decision No. 402/2009-TCU-Full Court - determined the elaboration and implementation of a program for monitoring, follow-up, guidance, and treatment of the dietary condition of the indigenous population; II) Court Decision No. 6,791/2012 TCU-1st Chamber - dealt with indigenous health issues pertaining to the Yanomami and Eastern Districts of Roraima; III) Court Decision No. 1,439/2017-TCU-Full Court -addressed the deficiencies in the inspection of Non-Governmental Organizations responsible for providing indigenous health services.
