TCU attends the 32nd OLACEFS General Assembly

Ministers Jorge Oliveira and Augusto Nardes represented the Brazilian Federal Court of Accounts (TCU) during the 32nd General Assembly of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS). The meeting was held in Lima, Peru.

Ministers Jorge Oliveira and Augusto Nardes represented the Brazilian Federal Court of Accounts (TCU) during the 32nd General Assembly of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS). The meeting was held in Lima, Peru, from November 28 to December 1. 

The technical plenary sessions addressed topics related to digital governance, with a focus on the application of technologies and data analysis for government oversight. The participants discussed experiences in audit innovation, especially the implementation of artificial intelligence by Supreme Audit Institutions (SAIs). 

Minister Jorge Oliveira emphasized in his speech that the discussions will determine the trajectory of the TCU’s endeavors over the coming years. "We recognize the need to promote digital transformation in our community. This will not only equip us with the tools to effectively tackle complex challenges, but also enable us to deliver services with enhanced quality and efficiency", he said. 

Initiatives aimed at the strengthening of efforts in response to the global climate crisis were also presented during the meeting, including the ClimateScanner. As chair of the International Organization of Supreme Audit Institutions (INTOSAI) until 2025, TCU coordinates the development of the project. Minister Jorge de Oliveira highlighted the importance of collaborative actions in tackling sustainability challenges and expressed his gratitude for the cooperation of the OLACEFS members. 

"The relevance of the ClimateScanner as a result of our commitment to the environment and the fight against climate change is undeniable. We are fully committed to implementing this tool by 2024, establishing the adequate guidelines for optimal government performance  in this context. On behalf of the chair of INTOSAI, leader of this project, we thank OLACEFS for its commitment to fully adhere to the next stage of the ClimateScanner", he pointed out.  

Oliveira believes the event is an opportunity to strengthen the governance and pursue a fairer and more sustainable future for Latin America. "We leave this General Assembly, which celebrates the multicultural diversity of our region, feeling inspired and determined  to further strengthen the work of our SAIs. We will remain committed to leading the way in strong governance, seeking to build a fairer and more sustainable future for our region," he concluded. 

Minister Augusto Nardes emphasized the performance of SAIs in promoting governance. "Our institutions play a critical role in auditing  public resources, fostering transparency and accountability, strengthening public trust. Our regional collaboration is essential to tackle shared challenges and to promote a robust governance, contributing to the sustainable development across the entire region," noted Nardes.  

The OLACEFS General Assembly program also included discussions on implementing the gender equality and non-discrimination policy in audit institutions, the relation between the SAIs and the media for accountability, the use of social media to disseminate public interest information and the importance of the plain language in communication.  

During the week of the OLACEFS General Assembly, the Annual International Conference on Integrity (CAII) 2023, organized by the Office of the Comptroller General, and the OLACEFS Governing Board meeting also took place. The president of the TCU and chair of the INTOSAI, Minister Bruno Dantas, attended the meetings.
