The president of the Federal Court of Accounts (TCU-Brazil), Minister Bruno Dantas, attended the LXXVII Governing Board Meeting of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) on November 28th in Lima, Peru. The meeting took place during the XXXII OLACEFS General Assembly. 

During his participation, minister Dantas emphasized Brazil’s main areas of action in the field of international cooperation. President Dantas is chair of the International Organization of Supreme Audit Institutions (INTOSAI) since 2022. " INTOSAI’s involvement in these forums serves to reinforce the unified voice of audit institutions worldwide. These interactions strengthen the global network of audit institutions and provide a vital platform for knowledge sharing, capacity building, and the defense of the independence of institutions", said the president of TCU. 

Regarding OLACEFS, TCU is currently chair of the Capacity Building Committee (CCC), the Special Technical Commission for the Environment (COMTEMA), and the Working Group on Infrastructure (GTInfra). 

Three videos depicting the most recent relevant actions were shown at the Governing Board Meeting. The first one showed an overview of CCC's progress, with its impacts and successes achieved by all Supreme Audit Institutions (SAIs) in capacity building in Latin America and the Caribbean. Next year, Chile will assume the leadership of the CCC for the period 2024-2026. "We are confident that SAI Chile will work with the excellence that characterizes it, further elevating the level of capacity building and refinement of our institutions", said Minister Bruno Dantas, when commenting on the presidency transition. 

Subsequently, Dantas mentioned the ongoing activities in COMTEMA. Among the climate-related actions, the highlight is the ClimateScanner initiative. The tool will enable SAIs to assess and monitor government actions to tackle the climate crisis. The project execution is scheduled for 2024. This is a pioneering and innovative initiative, designed to change the landscape of climate action assessment on a global scale. The project was envisaged to assess governments' climate actions, providing valuable insights that have the potential to redirect the global decision-making processes”, he mentioned.  

The development of ClimateScanner is led by TCU. In total, 18 countries are participating in the tool’s development. TCU presented the report with ClimateScanner preliminary results at the 28th United Nations Climate Change Conference (COP28), held in Dubai, UAE.  

In the context of COMTEMA, over the last ten years, the commission has carried out three editions of the Coordinated Audit on Protected Areas. The action trained over 100 auditors from 33 supreme and subnational audit institutions, who assessed more than 2,500 protected areas in 24 countries as a result of their efforts. 

The third highlighted point was the recent creation of the Working Group on Oversight and Regulation of Infrastructure Policies (GTInfra) of OLACEFS, also chaired by TCU. The group is developing a technical framework for auditing projects in the infrastructure sector, especially public-private partnerships. The document will gather comprehensive guidelines for audits conducted by the audit institutions in Latin American and Caribbean countries.
