On November 5, the TCU promoted a Reference Panel to evaluate the measures of Decree 10.139/2019, which provides on the consolidation of normative acts, inferior to decrees. The event was broadcasted by the TCU official channel on YouTube, and participants could ask questions and comment online, through the online chat.

The issue

The State's actions are characterized by excessive norms and control, which generates unnecessary bureaucracy, overloads economic agents, and brings obstacles to the country's competitiveness.

In this context, the Government has been striving to simplify its normative framework. The most recent action was the edition of Decree 10.139/2019, which disposes about the consolidation of normative acts, inferior to decrees.

The reason behind the Reference Panel

The TCU has been following the measures aimed at simplifying normative acts and, in the course of this work, a number of risks have been raised that may compromise the effort put in by the government. The Reference Panel intends to discuss such risks with experts and reach a more precise diagnosis on the cost-benefit of government actions.

Results

The expectation is that, with a proper identification of risks, the Court will be able to proceed with the follow-up and improve governance and the federal government's actions. The purpose is to simplify and better organize all secondary legislation aimed at improving the business environment and the competitiveness of the Brazilian economy.
