The TCU creates a model to assess public security management and governance

The Federal Court of Accounts (TCU) carried out, under the rapporteurship of Minister Jorge Oliveira, a survey aimed at developing data collection instruments and conducting pilot testing for validation and approval of a Public Security Governance and Management Assessment Model.

In a plenary session, the ministers of the Court of Accounts all agreed to share the Public Security Governance and Management Assessment Model with the 26 Courts of Accounts of states and with the Court of Accounts of the Federal District.

“Possible assessments of governance and management in public security should be carried out exclusively by the courts of accounts of subnational entities, according to their judgment of convenience and opportunity, without participation of the TCU,” explained the minister-rapporteur.

The Federal Court of Accounts developed a model consisting of four axes that correspond to key public security functions of the federation units: ostensible policing, criminal investigation, penal services, and crime statistics and state public security plan.

The pilot audit to validate the methodology developed by the TCU was carried out in collaboration with the Courts of Accounts of the states of Rio de Janeiro and Mato Grosso, allowing for improvements in the methodology used to construct the IGGSeg.

According to the minister, “Through the application of this new reference, it will be possible to obtain a broad, systemic and deep vision of the governance and management of the institutions that act in the area of ​​public security throughout the country”.
