President of TCU meets with OECD Secretary-General

On October 7, Minister Bruno Dantas, President of the Brazilian Federal Court of Accounts (TCU) and Chair of the International Organization of Supreme Audit Institutions (INTOSAI), held a meeting with OECD Secretary-General Mathias Cormann in Paris

During the meeting, three key points were addressed: the creation of the International Organization of Supreme Audit Institutions with Jurisdictional Functions (JuriSAI), the implementation of the ClimateScanner tool, and the promotion of strategic foresight capacity within SAIs.

JuriSAI was established to foster cooperation and develop specific methodologies for Supreme Audit Institutions (SAIs) with jurisdictional functions. The group also works to strengthen the independence of these SAIs, which are particularly vulnerable to threats due to their auditing, investigative, and sanctioning powers. The first General Assembly of JuriSAI took place on October 7 and 8 in Paris.

Minister Bruno Dantas presented the ClimateScanner project, launched during TCU's presidency of INTOSAI. The platform seeks to standardize audit methodologies to assess countries' commitments to the Paris Agreement and local climate change policies. With the participation of 141 SAIs and the presentation of preliminary results at COP29, which will take place in Azerbaijan in November, the project is a milestone in global environmental auditing.

“INTOSAI has played a crucial role in promoting global transparency and accountability, helping Supreme Audit Institutions monitor public policies that directly impact people’s lives. Our initiatives, such as ClimateScanner and the strengthening of JuriSAI, aim to ensure a more sustainable and responsible future. The partnership with the OECD is essential to expanding these actions and building a fairer and more equal world, where fighting corruption and promoting good governance are priorities in all countries," Dantas noted.

The president also announced the establishment of the INTOSAI Center for Advanced Studies (CASt), an academic institution dedicated to research on external control, public auditing, and related topics. This year, CASt launched a selection process for researchers and supervisors, resulting in four research projects on the impacts of artificial intelligence on SAIs, auditing climate financing, and fighting hunger and poverty.

Dantas also spoke about INTOSAI's foresight initiative, which focuses on emerging issues and their potential effects on the political, economic, social, and technological environment. The goal is to map trends and provide strategic insights that allow audit institutions to anticipate changes. The president mentioned that the INTOSAI Global Trends Report will be presented in October during the Governing Board meeting of the organization, which will take place in Egypt.
