Supreme Audit Institutions Meet in Mexico City for Climatescanner Training
The Regional Technical Workshop (Taller Técnico Regional) on the application of the ClimateScanner was held in Mexico City and concluded on April 26. The meeting was attended by 17 Supreme Audit Institutions (SAIs) and is part of the annual meeting of the Special Technical Commission for the Environment (COMTEMA) of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS).
Deputy Minister Marcos Bemquerer, representing the Brazilian Court of Accounts (TCU), inaugurated the event alongside representatives from other supporting institutions, including the Inter-American Development Bank (IDB) and the Brazilian Development Bank (BNDES).
Organized by the TCU and the Mexican Superior Audit Office (ASF), the workshop is the first in a series of six meetings aimed at training auditors to evaluate government actions related to the climate crisis. Through practical exercises using the ClimateScanner tool, participants learned about the methodology and had the chance to develop guidelines to establish evaluation standards for their own SAIs.
"The tool goes beyond technology. It represents our direct responsibility as Supreme Audit Institutions in addressing the climate crisis and promoting effective environmental management. ClimateScanner enables us to gather, analyze, and visualize vital information for strategic decision-making and audit guidance." – remarked Marcos Bemquerer.
The training, which ended on April 26, was attended by representatives of SAIs from Argentina, Brazil, Belize, Bolivia, Chile, Colombia, Costa Rica, Curaçao, Ecuador, Guatemala, Honduras, Mexico, Paraguay, Peru, Puerto Rico, Uruguay, and Venezuela.

ClimateScanner is an initiative of the presidency of the International Organization of Supreme Audit Institutions (INTOSAI), currently held by the TCU, in partnership with the INTOSAI Working Group on Environmental Auditing (WGEA).
Its main purpose is to develop a methodology that enables SAIs to quickly assess national governments’ actions to deal with climate change under three axes: governance, financing, and public policies. The data gathered from various countries will provide a comprehensive view of global efforts to address the climate crisis.
