TCU Participates in Bilateral Meeting with Chinese SAI Leader

On August 26, the President of the Brazilian Federal Court of Accounts (TCU), Minister Bruno Dantas, met with Mr. Hou Kai, Auditor General of the National Audit Office of the People's Republic of China, at the agency's headquarters in Beijing. The bilateral meeting focused on cooperation within the United Nations Board of Auditors (UNBoA) – chaired by China – and the role of Supreme Audit Institutions (SAIs) in addressing the energy transition and ensuring transparency in public policies aimed at tackling climate change.  

"It is a privilege to return to China and learn from its progress and achievements. I would like to reiterate our sincere appreciation for the invaluable support provided by the Chinese SAI during the initial stages of our mandate as auditors of the UN accounts. Our nations share a common goal of strengthening the effectiveness of United Nations programs and agencies," stated Dantas.   

China has officially joined the ClimateScanner project. This initiative is led by the presidency of the International Organization of Supreme Audit Institutions (INTOSAI), currently held by the TCU, in partnership with the Working Group on Environmental Auditing (WGEA). The Asian country will send auditors to the final workshop, which will take place from September 30th to October 4th in Rio de Janeiro. 

To date, INTOSAI has recorded the participation of 128 countries in the ClimateScanner initiative. The project is supported by the Brazilian Development Bank (BNDES), the Inter-American Development Bank (IDB), the World Bank, the United Nations Department of Economic and Social Affairs (UN-DESA), and the United Nations Development Programme (UNDP).

During the meeting, Dantas and Kai also discussed the concurrent control of public works and infrastructure projects. They agreed that China would share its experience with the Court in auditing infrastructure projects through the real-time audit model. The Brazilian Ambassador, Marcos Galvão, also attended the meeting.
