COINFRA concludes series of debates on Energy Transition

Final virtual session gathered audit institutions to align oversight practices and strengthen integration in the climate agenda for Latin America and the Caribbean

The Commission on Infrastructure and Energy Transitions (COINFRA) of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) concluded its cycle of virtual meetings series on Energy Transition on August 21. The session brought together experts and representatives from the region¿s Supreme Audit Institutions (SAIs), consolidating the discussions held over the past two months.

A key takeaway from the sessions was the need to expand the technical capacity of audit teams and to foster closer cooperation among countries, thereby enhancing the effectiveness of regional oversight. Mexico, leader of Task Force 4, along with the SAIs of Cuba and the Province of Buenos Aires, shared analyses and practical experiences and highlighted the importance of aligning indicators, assessing risks, and strengthening monitoring mechanisms for public policies.

The meetings were primarily aimed at evaluating the applicability of the Energy Transition Practical Guide, a document currently under collective discussion to support SAIs¿ work in addressing the challenges and opportunities of the regional climate and energy agenda.

Focus on impact and regional integration

To enrich the debate, guest speaker Rosana Santos, Executive Director of the E+ Energy Transition Institute, stressed that investments in energy transition should be measured not only in financial terms but also by their potential to generate economic, social, and environmental well-being. She also emphasized the need to strengthen regional integration to seize opportunities and tackle common challenges in Latin America and the Caribbean. The E+ Energy Transition Institute is an independent Brazilian think tank that acts as a public policy influencer.

For the Brazilian Federal Court of Accounts (TCU), Chair of COINFRA, the conclusion of this discussion cycle represents both a synthesis and a projection for the future. Building on the contributions received, COINFRA will move forward with consolidating an adapted methodology to guide performance audits and strengthen the role of SAIs in promoting sustainable, inclusive, and coordinated development across the region.
