TCU Hires Consultancy to Develop Anti-Harassment Protocol

The Brazilian Federal Court of Accounts (TCU) has launched a selection process to hire a specialist in the prevention and response to moral and sexual harassment. This initiative is part of an international technical cooperation agreement between the Court and the United Nations Development Programme (UNDP). The primary objective is to develop a protocol for addressing situations of "Moral and Sexual Harassment and All Forms of Violence and Discrimination," as well as to produce educational materials on the subject. All deliverables must be aligned with the TCU's Policy on the Prevention and Combat of Harassment and Discrimination (TCU Ordinance No. 41/2024 - Portaria-TCU 41/2024).

Public Notice No. 3/2025 contains the Terms of Reference for the selection process. The process will consist of two stages: a curriculum analysis followed by interviews. Applicants are required to use the curriculum template provided in the public notice. Applications must be submitted by June 9 to the email address equidadeeinclusao@tcu.gov.br. The position is open exclusively to individual candidates.

Among the mandatory requirements, candidates must hold a bachelor’s degree and possess professional experience in areas such as sexual harassment, moral harassment, gender compliance, and/or human rights compliance, including within public administration. Additionally, candidates must declare that they currently have no employment ties to the public sector. The hiring process will be conducted by the TCU's General Secretariat of Administration (Segedam), with support from the UNDP. The assignment is expected to begin on July 28.

The hired consultant will be responsible for delivering four outputs: a detailed work plan; an assessment report of the institution's ongoing procedures; a protocol for handling harassment situations; and short videos for a self-instructional course on the subject.

The development of the protocol is part of TCU's actions within the framework of the UNDP's "Gender Equality Seal for Public Institutions." The Court joined the project in March 2024 to strengthen gender equality initiatives, in accordance with the standards and recommendations of the UNDP. Participation in the Seal is part of a broader strategy to further TCU's efforts in strengthening and internationalizing the institution to promote sustainable human development.
