TCU participates in INTOSAI Working Group on Big Data in China

The Brazilian Federal Court of Accounts (TCU) took part in the 9th meeting of the INTOSAI Working Group on Big Data (WGBD), held in Harbin, China, from September 1 to 3. The event brought together more than sixty representatives from 22 countries and regions to discuss advances and challenges in the use of Big Data and Artificial Intelligence (AI) in audits.

Rodrigo Hildebrand, Director of the Audit Department for Social Security, Welfare, and Labor (AudBenefícios), presented the outcomes of a three-year international study on social security, developed with the collaboration of fifty countries. The project delivered two complementary outputs: an academic article with empirical evidence and comparative analysis, and a strategic paper with practical recommendations to strengthen the auditing of high-impact public policies.

Also representing the TCU, Walter Venson Filho, Director of the Audit Department for the Integration of Data, Methods, and Technologies for Oversight (AudDigital), showcased recent Brazilian experiences in applying AI to audit work. He highlighted the use of tools such as CopilotTCU, ChatTCU, Parts, LabContas-Assist, Alice360, and AssertIA.

Delegates emphasized the importance of adopting AI in cooperation with public institutions, universities, and industry, while also underlining the need to manage risks carefully. Concerns included avoiding premature investments and addressing issues such as the ¿black box effect¿ and the potential for distorted information.

More than 20 AI application scenarios were presented, spanning the entire audit process: preparation, execution, and reporting. Examples included policy and regulation analysis, audit planning, data analytics support, and review of final reports.

The next WGBD meeting will be hosted in Kenya in 2026 and will continue discussions on innovation, interoperability, and data security in auditing. The group will also present initial results of its new research lines: ¿applications of emerging technologies such as AI in financial auditing¿ and ¿data governance in the age of Artificial Intelligence.¿
