The second 2025 edition of the International Journal of Government Auditing (IJGA) – INTOSAI Journal, the official publication of the International Organization of Supreme Audit Institutions (INTOSAI), features contributions from staff members of the Brazilian Federal Court of Accounts (TCU).
Luciano Santos Danni, from the Department of International Relations (Serint), and Carlos Alberto Sampaio Freitas, from the Department of Strategy, Innovation and Organizational Transformation (Seta), joined experts from the SAIs of Austria, Egypt, the United Kingdom, and the European Union, as well as the INTOSAI Development Initiative (IDI), to write the piece “Foresight and Supreme Audit Institutions: Navigating Global Trends.”

The article presents key insights from the report “Navigating Global Trends: Future Implications for Supreme Audit Institutions,” approved by the INTOSAI Governing Board in October 2024. The report identifies seven megatrends likely to shape public institutions and society in the coming years: declining trust in institutions, economic uncertainty, digital transformation, climate change, a growing demographic gap, migration, and rising inequality.
The publication emphasizes the value of strategic foresight as a tool to strengthen governance and build institutional resilience.
The International Journal of Government Auditing is available online in Arabic, English, French, German, and Spanish.
