President of TCU presents ClimateScanner to the United Nations Framework Convention on Climate Change
The President of the Brazilian Federal Court of Accounts (TCU), Minister Bruno Dantas met with the Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC), Simon Stiell, on August 30, at the organization's headquarters in Bonn, Germany. On the occasion, President Dantas presented the ClimateScanner project to Stiell, a methodology designed to track, assess, and monitor government actions on climate change.
Dantas explained to Stiell that the tool was developed by auditors from 18 countries within the scope of the International Organization of Supreme Audit Institutions (INTOSAI), and focuses on the areas of financing, governance, and public policies to fight climate change. He also mentioned that it is a systemic and comprehensive assessment, consisting of 62 components, with the collaboration of experts from international agencies, such as the United Nations Department of Economic and Social Affairs (UN-DESA), the United Nations Development Program (UNDP), and the World Bank.
“It is important to build strong transparency ecosystems for climate policy, involving multiple stakeholders. I would like to emphasize that Supreme Audit Institutions (SAIs), given their mandates and independence, can provide recommendations to governments to improve the implementation of international commitments, such as the Paris Agreement, at the national level,” stated the minister, who also chairs INTOSAI. “I am confident that SAIs can play a crucial role in providing technical analysis to support the decision-making process at the Climate Change Conferences (COP),” he concluded.
According to Dantas, INTOSAI does not intend to create any kind of ranking among countries but rather to present good practices and successful initiatives, encouraging their adoption by other countries. President Dantas concluded by saying that he is convinced that dialogue and collaboration between all stakeholders are essential for advancing the climate agenda globally.
"We welcome any initiative that enhances transparency regarding compliance with the goals of the Paris Agreement," Stiell praised.
At the end of the meeting, they agreed that staff from both institutions will participate in the presentation of the ClimateScanner results during COP29, which will be held in November in Baku, Azerbaijan.
