Seinc Capacitates Institutions from Latin America and the Caribbean to Implement the PNPC
From October 21 to November 8, the Department of External Control for Strategic Information and Innovation (Seinc) organized a training program for the National Program for Corruption Prevention (PNPC) of the Brazilian Federal Court of Accounts (TCU). This initiative, conducted in partnership with the Serzedello Corrêa Institute for Capacity Building (ISC), was specifically designed for representatives from twelve Supreme Audit Institutions (SAIs) affiliated with the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS). The primary objective was to equip these participants with the necessary skills and knowledge to implement the Brazilian model for preventing corruption and fraud within their own countries.
The training was attended by 68 representatives from audit institutions in Argentina, Chile, Colombia, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, the Dominican Republic, Uruguay, and Venezuela. Seinc auditors André Acevedo, Fellipe Calvet, and Mário Bertuol served as instructors for the course.
This initiative is part of the TCU’ ongoing efforts to foster cooperation among public institutions, both nationally and internationally. The main gola is to promote integrity practices within public organizations, aiming to reduce exposure to fraud and corruption.
“This training represents an important step against fraud and corruption. By sharing the Brazilian experience with the PNPC with the countries of Latin America and the Caribbean, we enable these organizations to adapt the acquired knowledge to implement effective integrity tools and practices within their operations. Furthermore, the engagement and seriousness with which the Court handles these cooperation processes contribute to the institution's positive image," emphasized Hamilton Caputo, Deputy Secretary of Seinc.
The training is part of the 2024 Operational Plan of the OLACEFS Technical Commission for the Fight Against Transnational Corruption (CTCT). It aims to enhance the use of information technologies in preventing and combating corruption by implementing integrity programs in OLACEFS member countries, using the e-Prevention system to operationalize the PNPC.
In addition to the training, the 2025 plan includes support for building a registry and database for the e-Prevenção system and providing consultancy for implementing the PNPC in participating countries, with technical and operational support from OLACEFS.
About the Program
The PNPC is implemented by Brazil's Public Management Control Networks, coordinated and sponsored by the TCU. It operates under the leadership of the Audit Department for Transfers of Federal Resources (AudTransferências) and receives support from organizations like the Association of Members of the Courts of Accounts of Brazil (Atricon) and the National Council of Internal Control (Conaci).
