Supreme Audit Institutions of Brazil and Honduras Sign Cooperation Agreement for Technology Transfer

Agreement provides for the transfer of source code from the generative artificial intelligence developed by the Brazilian Court, ChatTCU

On June 3, the Brazilian Federal Court of Accounts (TCU) and the Supreme Audit Institution of Honduras signed a cooperation agreement for the transfer of technology. The agreement includes the transfer of the source code of the generative artificial intelligence (AI) solution developed by SAI Brazil, the ChatTCU. This is the TCU’s first international partnership focused on generative AI technology transfer.

During the meeting that marked the beginning of the cooperation between the two institutions, the President of the TCU, Minister Vital do Rêgo, emphasized the strong bond between Brazil and Honduras: “Honduras is a friendly nation to Brazil, with deep ties to our people. We are confident that the technology developed by the TCU will greatly support the work of the Honduran audit institution,” he said.

Minister Vital emphasized that one of the core pillars of the TCU’s candidacy for the presidency of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) is digital transformation, with a focus on cybersecurity and technological inclusion. The TCU officially presented its candidacy on May 29 during the OLACEFS Governing Board meeting held in Santiago, Chile.

For Jorge Gustavo Medina Rodríguez, President of the Supreme Audit Institution of Honduras, the implementation of the tool will be a key advancement for the country: “It is an honour for us to be the first country to receive this technology. We rely on AI to enhance the quality of our audit work,” he said.

Also present at the meeting were the heads of the Department of Information Technology and Digital Evolution (Setid/TCU), Rainério Rodrigues Leite; the Department of International Relations (Serint/TCU), Hugo Chudyson Araújo Freire; Serint advisor Luiz Gustavo de Azevedo Santos; and Ricardo Montes, magistrate of the Honduran Court of Accounts.

Following the signing ceremony, the Honduran delegation attended a technical presentation of ChatTCU, delivered by Eric Hans, head of the TCU’s Artificial Intelligence Unit.

Visit to the Serzedello Corrêa Institute for Capacity Building

The President and the magistrate of the Honduran Supreme Audit Institution also visited the Serzedello Corrêa Institute (ISC), the TCU’s Higher Education Institute. During the visit, ISC’s Director-General, Ana Cristina Novaes; the Director of Digital Experience, Anahi Maranhão; and the Director of Documentation and Culture, Elisa Bruno, presented the strategic role of ISC and its initiatives aimed at strengthening both the TCU and the broader Brazilian federal public administration.

On the occasion, the guests also visited the TCU Cultural Center, where they learned about the history of the Court and viewed the exhibition “Cenas Brasileiras: o modernismo brasileiro em perspectiva.” The exhibition, part of the TCU’s 135th-anniversary celebrations, features 55 works by 14 Brazilian and international artists, including Candido Portinari, Tarsila do Amaral, Di Cavalcanti, Cícero Dias, and Salvador Dalí.
