TCU Participates in the OLACEFS General Assembly

The Brazilian Federal Court of Accounts (TCU) participated in the 79th Meeting of the Board of Directors and the 33rd General Assembly of the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS). The event took place from October 22 to 25 in Panama City. Minister Bruno Dantas, President of the TCU, attended the assembly, along with Ministers Vital do Rêgo, Jorge Oliveira, and Augusto Nardes, who also contributed to the discussions.

The assembly focused on two central themes: "Data Science and Artificial Intelligence as Tools for Development and Transformation in Supreme Audit Institutions (SAIs)" and "Educational Challenges for Promoting Equitable and Quality Education in Latin America and the Caribbean."

The TCU coordinated the discussions on education. In this regard, the Court highlighted the importance of regional cooperation to advance educational development and achieve the targets of the 2030 Agenda for Sustainable Development. "Collective action and international collaboration among OLACEFS member countries are essential to addressing challenges that impact not only education but also poverty eradication, gender equality, reducing inequalities, and economic growth," assessed Minister Jorge Oliveira.

In 2025, the TCU will host the assembly and intends to run for the presidency of OLACEFS for the 2026-2028 term. As the host, the Court will also hold a seat on the Board of Directors starting in January next year. Since November 2022, the Brazilian Federal Court of Accounts has led the International Organization of Supreme Audit Institutions (INTOSAI). According to President Bruno Dantas, "this experience strengthens the Court’s candidacy for OLACEFS, bringing a broad and strategic vision on the role of Supreme Audit Institutions."

The 2030 Agenda highlights the crucial role of energy transition in addressing the climate crisis. In light of this, the General Assembly is considering the TCU's suggestion to elevate the Working Group on Infrastructure (GTInfra) to a Commission on Infrastructure and Energy Transition. OLACEFS commissions are permanent entities with expanded mandates to promote interinstitutional cooperation and technical integration.

TCU’s Global Role

Charing INTOSAI, the TCU has developed ClimateScanner, a tool enabling Supreme Audit Institutions to conduct rapid assessments of national government actions related to the climate crisis. A total of 141 SAIs have already received training and are registered in the program.

In addition to assessments, ClimateScanner allows SAIs to consolidate data, support decision-making through strategic project development, communicate relevant information in accessible language, share knowledge and experiences, and contribute to INTOSAI’s Global Voice. The project is structured around three key pillars: financing, governance, and public policies.

Gender equality is also a priority in the TCU’s international initiatives. The “Women in Leadership” exchange program promotes the exchange of experiences and knowledge on leadership, equity, diversity, and inclusion. This project is aimed at women currently in or aspiring to leadership roles within SAIs, with the program’s second meeting scheduled for November.

Another highlight of TCU’s international work is digital transformation. The ADOPTE Program was created to support institutions in the initial stages of technological maturity, helping them advance quickly and reach their desired level of maturity. ADOPTE is in the final phase of recording online courses, with SAIs expected to join the project by November of this year. Online training and individualized diagnostics are anticipated to be completed by May 2025.
