TCU welcomes Mozambican delegation for dialogue on citizen participation

The Brazilian Federal Court of Accounts of Brazil (TCU) received a delegation from the Commission for Reflection on the Decentralized Governance Model (CREMOD), an agency linked to the Ministry of Justice of Mozambique, on April 2. The meeting focused on exchanging experiences regarding accountability and citizen participation in the oversight of public resources.
The Secretary for International Relations of the TCU, Hugo Chudyson, highlighted the relevance of the visit for both parties. “Besides sharing our experience, this interaction prompted us to reflect on our own practices. Many of the questions we received made us evaluate whether we are on the right path and how we can evolve. This kind of engagement helps us calibrate our actions and adopt improvements,” he stated.
Maria Paula Beatriz Estellita, Director of Citizen, Government and Institutional Engagement at the TCU, emphasized the challenges of expanding citizen participation in oversight. “Ensuring that citizens have a voice in evaluating public policies is essential for transparency and democratic governance, but this involvement does not happen automatically. We need to create effective mechanisms so that the population, especially the most vulnerable, can actively engage in social accountability,” she explained.
The head of the Mozambican delegation, Aguiar Jonassane Mazula, praised the good practices of the TCU and reinforced the importance of cooperation between the two countries. “It was a pleasure to be received by the Court and to learn more about the work carried out here. The way the TCU encourages citizen participation in the oversight of public resources is exemplary. These funds belong to society, and it is essential to ensure they are well used,” he said.
Mazula also emphasized that he will take the learnings to Mozambique. “We are returning with many reflections and ideas on how to strengthen social accountability and improve our governance. Then sharing of insights with institutions such as the TCU are essential for us to evolve together.”
The visit reinforced the TCU’s commitment to international cooperation and the importance of collaboration among Supreme Audit Institutions to strengthen governance and transparency across countries.
