Minister Vital do Rêgo Attends Meetings in Romania

The President of the Brazilian Federal Court of Accounts (TCU) and Chair of the International Organization of Supreme Audit Institutions (INTOSAI), Minister Vital do Rêgo, visited Bucharest, Romania, for a series of meetings. On April 1, he opened the meeting of the Performance Audit Subcommittee (PAS), which is part of INTOSAI’s Professional Standards Committee (PSC). The TCU currently serves as Vice-Chair of the PSC.
The PAS meeting is held in person annually, and the sub-committee meets virtually on other occasions. Its purpose is to foster the sharing of knowledge and experiences among Supreme Audit Institutions (SAIs), discuss the subcommittee’s projects, and explore topics related to performance auditing.
In his opening speech, the President emphasized that the meeting offers an opportunity to share knowledge and the exchange of experiences and best practices among the SAIs. He highlighted the importance of INTOSAI’s Strategic Development Plan and the progress made since the last PAS meeting held in Georgia in 2024. “The development of diagnostic tools, impact planning guides, and the integration of artificial intelligence into audits are clear indicators of our commitment to innovation,” said Vital.
The minister reaffirmed the commitment of the Brazilian Federal Court of Accounts to the subcommittee. “The TCU has a long-standing history of engagement in this subcommittee and remains fully committed to collaborating, sharing knowledge, and supporting capacity-building initiatives for audit institutions,” he stated.
During the PAS meeting, auditor Vitor Machado Ferreira from the Department of Information Technology and Digital Evolution (Setid) presented the e-Controle tool, which aims to centralize strategic information and facilitate decision-making, enhancing the speed and accuracy of the oversight process.
Meetings with Romanian Authorities
President Vital also held meetings with Romania’s Prime Minister, Marcel Ciolacu, the Vice-President of the Senate, Robert Cazanciuc, and the President of the Chamber of Deputies, Ciprian-Constantin Șerban.
In these meetings, the minister spoke about the importance of commercial relations between Brazil and Romania, and with Mercosur. He underlined the relevance of audit institutions, particularly with the upcoming elections in Romania. He also emphasized the need for institutional dialogue and cooperation between countries and presented INTOSAI’s strategic role in promoting good governance.
Cooperation Between Audit Institutions
Vital do Rêgo also met with the President of the Romanian Court of Accounts, Mihai Busuioc. Among the topics discussed were current trends and new technologies in government auditing, including artificial intelligence tools.
The president highlighted key initiatives from the Brazilian current leadership of INTOSAI, such as the ClimateScanner and efforts related to energy transition, including the Practical Guide for Energy Transition, launched in November 2024 during the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change. He also addressed initiatives to combat poverty, fraud, and corruption.
A Memorandum of Understanding was signed during the meeting, paving the way for the exchange of technical information and expertise between the two SAIs. “I hope this agreement strengthens our cooperation in strategic areas such as energy, poverty mitigation, environmental protection, and artificial intelligence,” said the minister. “Our goal is to foster meaningful knowledge-sharing between professionals from both institutions. As part of this initiative, we will share with the Romanian Court of Accounts the source code of ChatTCU, our generative AI tool.”
Mihai Busuioc emphasized the significance of working together with Brazil. " We are looking forward to sharing our know-how and experience with our Brazilian colleagues in areas of energy, access to water and sanitation, and the fight against pollution. We also really appreciate the ClimateScanner tool for monitoring the impact of environmental policies. I believe this visit will not only deepen our collaboration with the TCU but also boost the international profile of Romania's Court of Accounts," he stated.
