President Vital do Rêgo Strengthens Cultural and Educational Partnerships in UNESCO Meeting

Minister Vital do Rêgo, President of the Brazilian Federal Court of Accounts (TCU), held a meeting in Paris on April 25 with Ambassador Paula Alves de Souza, Head of Brazil's Permanent Delegation to the United Nations Educational, Scientific and Cultural Organization (UNESCO). They discussed initiatives to enhance the cultural center at the Serzedello Corrêa Capacity Development Institute (ISC) as a platform for promoting Brazilian identity and expanding capacity-building opportunities for public servants, citizens, and auditors from supreme audit institutions (SAIs) worldwide.
" We aim to transform ISC’s cultural center into a global showcase of Brazil—a hub for capacity-building, culture, and citizenship development, connecting our heritage to the future”, said President Vital do Rêgo.
Beyond cultural initiatives, the meeting addressed strategic projects in education and capacity-building. These included plans for TCU’s 135th-anniversary celebrations, featuring a major Brazilian art exhibition in partnership with the Central Bank, regional festivals, cultural performances, and culminating in a Christmas cantata.
The president also underscored TCU’s growing international influence. The Court leads key initiatives, including the International Organization of Supreme Audit Institutions (INTOSAI), the UN Board of Auditors (alongside China and France), and the ClimateScanner—a pioneering global audit on climate change involving 141 countries, with results set to be presented at COP30.
"Culture and education go hand in hand with good governance. By strengthening our partnership with UNESCO, we are investing in a more informed, skilled, and fair society", he said.
One potential outcome of the meeting was a proposal to designate the Serzedello Corrêa Capacity Development Institute as a UNESCO Category 2 Center—a recognition for excellence in capacity-building. If approved, ISC would become Latin America’s first Category 2 Center.
Also present at the meeting were Felipe Sequeiros, the Ministry of Foreign Affairs’ representative to the TCU, and Pablo Pereira, Counselor of Brazil’s Delegation to UNESCO.
