Coinfra Meeting Outlines Strategies to Boost Oversight of the Energy Transition

On April 10, representatives from Supreme Audit Institutions (SAIs) across Latin America and the Caribbean took part in the first coordination meeting of the Commission on Infrastructure and Energy Transitions (Coinfra), chaired by the Brazilian Federal Court of Accounts (TCU). Member countries include Argentina, Brazil, Chile, Costa Rica, Cuba, Guatemala, El Salvador, Mexico, Paraguay, Peru, and Venezuela. The meeting marked the launch of the Commission’s Strategic Action Plan, with a focus on activity planning for 2025.

The SAIs discussed actions already undertaken in the area of energy transition—a growing priority on the public audit agenda, though still relatively new to many of these institutions. Participants shared early experiences in addressing energy transition in audits and reviewed existing methodologies, identifying opportunities for improvement.

A key focus of the discussions was the methodology for auditing the energy transition, with a spotlight on the Energy Transition Audit Guide developed by the TCU within the framework of the INTOSAI Working Group on Audit of Extractive Industries (WGEI). The goal was to align expectations and assess whether the guide could be adapted to fit the specific context of the region.

The meeting also introduced a proposal to establish Coinfra Task Forces—working groups focused on four strategic areas of the energy transition: Governance, Financing, Just and Inclusive Transition, and Energy Transition Issues. The aim is to build shared guidelines, harmonize audit approaches, and strengthen coordinated action among member countries.

By bringing together national expertise and real-world experiences, these task forces will help build a more integrated and effective approach to external oversight of the energy transition across the region.

This meeting was a first step in positioning Coinfra as a strategic regional platform for coordination, promoting collaboration among SAIs and enhancing oversight of infrastructure and the energy transition. This joint effort aims to ensure a fairer and more sustainable energy transition, aligned with the global challenges of sustainable development.
