TCU Hosts Workshop for ClimaBrasil Panel, a Tool to Assess Climate Action in Brazil

From May 19 to 23, the Brazilian Federal Court of Accounts (TCU) is holding a workshop for the ClimaBrasil Panel, a tool that will enable audit institutions across the country to assess the capacity of state and municipal governments to tackle climate change. The event marks another milestone in the national implementation of the ClimateScanner project, coordinated by TCU within the framework of the International Organization of Supreme Audit Institutions (INTOSAI).
The ClimaBrasil Panel is structured around three pillars — Governance, Public Policies, and Financing — and was designed to generate evidence-based and reliable diagnostics. Its methodology was developed collaboratively, with input from citizens, auditors from state and municipal audit courts, and fifteen institutions active in climate-related fields.
The data collected will support the construction of a national overview of climate action in Brazil, which will be presented at the United Nations Climate Change Conference (COP30), scheduled for November in Belém, Pará. All 33 Brazilian audit institutions have joined the project.
Training and Support
Throughout the training, civil servants and experts will participate in lectures, practical activities, and discussions aimed at validating the methodology, learning how to use the tool’s application, and preparing for local assessments. The analyses conducted by the courts of accounts will be compiled in the coming months and consolidated into a report to be presented at the UN conference.
The ClimaBrasil Panel also aims to support the Executive Branch in designing more effective policies, guide the Legislative Branch in shaping regulatory frameworks, and foster engagement by civil society.
The project is supported by the National Bank for Economic and Social Development (BNDES), the Inter-American Development Bank (IDB), the United Nations Development Programme (UNDP), the UN Department of Economic and Social Affairs (UNDESA), and the World Bank. At the national level, it is being carried out in partnership with the Integrar Network (Brazilian Network for the Oversight of Decentralized Policies), the Association of Members of Brazilian Courts of Accounts (ATRICON), and the Rui Barbosa Institute.
