TCU AI Tools Shared with National and International Institutions

The Brazilian Federal Court of Accounts (TCU) continues to expand the reach and sharing of its technology solutions. In 2026, the Artificial Intelligence Center (NIA) and the Artificial Intelligence and Information Retrieval Solutions Service (Seint), both under the Department of Information Technology and Digital Evolution (Setid), have already held more than 25 meetings to present ChatTCU and CopilotTCU to federal, state, and municipal government bodies, state-owned enterprises, and foreign institutions. The initiative reinforces the TCU's role as a reference in the responsible use of generative artificial intelligence in public administration.

The technical exchange has reached institutions with diverse profiles, including the Armed Forces (Air Force, Navy and Army), the National Social Security Institute (INSS), the Federal Senate and the Federal Justice Council (CJF), as well as supreme audit institutions (SAIs) from Spain, France, Tunisia, Thailand, the United Arab Emirates, Colombia and Peru, among others.

Expanding Ecosystem and New Thematic Webpage

This policy of openness and knowledge sharing has gained a reference point with the launch of the AI at the TCU Transparency and Public Value in Artificial Intelligence portal. The platform brings together the solutions in use, governance guidelines, human oversight measures and security practices adopted by the Court of Accounts. In addition to being accountable to society, the platform assists public managers interested in accelerating their own digital transformation without duplicating investments, serving as a direct bridge for other government bodies to learn about the Court's architectures and formally request the source codes.

ChatTCU 7.0

Currently in version 7.0, ChatTCU has more than 3,750 active users and is fully integrated with the Court's corporate systems, such as e-TCU, Pesquisa Integrada, e-Controle, and SisLegis. Key new features in the latest version include the ability to switch between different language models, greater customization, integrated internet search, file and image uploads, a prompt library, and new specialized agents to support procedural analysis.

The tool's technical maturity is one of the factors driving demand for partnerships. During the technical meetings, the TCU team has provided details on both the assistant's practical features and its architecture and information security standards.

Source Code Requests and Deliveries in 2026

The interest of other institutions in bringing the technology developed by the TCU in-house and adapting it to their needs has resulted in a significant number of source code transfers throughout the year:

  • Deliveries completed: The source code has already been made available to the Court of Accounts of Spain, the Office of the Comptroller General of the Republic of Panama, the Alagoas State Treasury Department (Sefaz-AL), the Acre State Treasury Department (Sefaz-AC), Agência Curitiba, the Rio Grande do Norte Asset Management Company (Emgern), the Federal University of Jataí (UFJ), the Paraná Court of Justice (TJPR), and the city governments of Itabirito (MG), Mossoró (RN) and Teresina (PI).
  • Requests in progress: The Ministry of Integration and Regional Development (MIDR), the Brazilian Health Regulatory Agency (Anvisa), Infra S.A., Banco do Nordeste (BNB), the Unified Health System (SUS) National Audit Department, the Federal University of Rio de Janeiro (UFRJ), the Bahia State Public Prosecution Office (MPBA), the Mato Grosso Institute of Weights and Measures (Ipem-MT), the Tocantins Regional Council of Engineering and Agronomy (Crea-TO), and the municipalities of Salvador (BA), Brusque (SC), Colômbia (SP) and Taguaí (PR) are currently in the request stage.

Growing Interest in CopilotTCU

In addition to the significant demand for ChatTCU, the Court has also recorded interest in CopilotTCU, designed to provide assistance in workflows and technical production. The solution's source code has already been delivered to the Paraná Court of Justice (TJPR), while requests from the Ministry of Integration and Regional Development (MIDR) and the Municipality of Colômbia (SP) are in progress.

International Cooperation in Focus

The provision of the solutions to the Spanish Court of Audit and the Office of the Comptroller General of Panama highlights the project's international reach. At the multilateral level, the NIA has already held meetings with and received delegations from counterpart institutions in France, Tunisia, Thailand, the United Arab Emirates, Peru and Colombia.

With the Office of the Comptroller General of Peru, the dialogue progressed into a structured cycle of four technical meetings, covering everything from the implementation of ChatTCU to planning, modernization and risk management. The Peruvian delegation expressed its intention to sign a memorandum of understanding to adopt the Brazilian technology as a driver of AI expansion in government oversight in the country.

The initiative corroborates the assessment by the Organisation for Economic Co-operation and Development (OECD), which classified the TCU as the only government organization with advanced use of generative AI among the 59 institutions from 39 countries assessed.

How to Request the Source Code

Public bodies and entities interested in receiving the source code for ChatTCU or CopilotTCU should follow the steps below:

  1. Prepare an official letter addressed to the TCU Presidency, signed by the highest-ranking authority of the requesting body, expressly requesting the transfer of the source code and providing the contact details of the designated focal points (name, email, and telephone number);
  1. Submit the document through the TCU Portal's Electronic Protocol;
  1. Send a copy of the filed letter, including its filing number, to setid@tcu.gov.br.

The transfer is free of charge and formalized through an accession licensing agreement, pursuant to TCU Regulation No. 69/2010. Once the procedural stage has been completed, the Court's technical team provides the repository and makes technical guidance meetings available to assist the recipient institution's team with the implementation process.
