AudUrbana Highlights TCU's Role at International Congress on Environment and Climate Change

The Audit Department for Urban and Water Infrastructure (AudUrbana/SecexInfra) made relevant technical contributions to discussions on environment and climate change during the IV International Congress of Courts of Accounts (IV CITC), held from December 2 to 5 in Florianopolis.
At the Environment and Climate Challenge Workshop, the audit department presented two papers demonstrating the role of the Brazilian Federal Court of Accounts (TCU) in assessing public policies and responding to extreme events: Cooperative Audit of Climate Change Adaptation Actions for Disaster Risk Reduction (Court Decision 1914/2025-TCU-Full Court, Rapporteur Minister Jhonatan de Jesus) and Governance and Federal Coordination in Response to Extreme Climate Disasters: The Case of Rio Grande do Sul (Court Decision 2876/2025-TCU- Full Court, Rapporteur Minister Augusto Nardes).



The presentations were given by auditors Isadora Perdigão Rocha, Rodrigo dos Santos Morgado, and Silvia Maria da Cruz Ferreira, who highlighted the Court's role in assessing public policies, addressing multilevel governance, and preventing and responding to extreme weather events.
AudUrbana also participated in the Smart, Sustainable, and Resilient Cities and Communities Workshop, with a presentation by auditor Rafael Martins Gomes entitled FISCOBRAS Indicators Maturity, Deadline, and Value How Can New Audit Tools Foster More Resilient, Sustainable, and Smart Cities? (Court Decision 2.478/2023-TCU- Full Court, Rapporteur Minister Benjamin Zymler). This contribution further strengthened TCU's technical input into the international exchange of best practices.
The IV International Congress of Courts of Accounts (CITC) brought together experts, senior officials, and representatives of audit institutions from several countries to discuss contemporary challenges of public administration. The event has established itself as a leading forum for discussion on innovation, governance, sustainability, and the improvement of oversight practices, promoting the exchange of knowledge and experience among domestic and international audit institutions and partner organizations.
AudUrbana's participation reaffirms its leadership in the climate change agenda and its commitment to improving public policies through government auditing in strategic areas of resilience and sustainability.
