Shanghai Audit Delegation Exchanges Experiences with TCU Team at SEC-RJ

On November 25, the TCU Department in the State of Rio de Janeiro (SEC-RJ) welcomed a delegation from the Shanghai Municipal Audit Bureau for an institutional meeting aimed at exchanging experiences and strengthening technical cooperation between audit institutions.
The Brazilian Federal Court of Accounts (TCU) was represented by the head of SEC-RJ, Renata Pugas, the director of international cooperation at the Department for International Relations (Serint), Michel Cohen, and auditor Marcio Stern (Serint). The meeting was also attended virtually by Cynthia Berberian, Deputy Chief Auditor of the Audit Department for Agriculture, Environment Affairs and Sustainable Development (AudSustentabilidade/SecexDesenvolvimento), and auditors Jefferson Souza (Serint) and Rodrigo Paulo (AudSustentabilidade/SecexDesenvolvimento).
During the meeting, Cynthia Berberian presented some of the TCU's main initiatives in sustainability and development, including audit methodologies, emerging issues, and institutional best practices. Participants then discussed the Court's role within Brazil's government audit system, highlighting its work on federal resources, its relationship with state courts of accounts, and the TCU's nationwide presence.
The international role of the Court of Accounts was also mentioned, with a focus on ClimateScanner and its role as vice-chair of the PSC (Professional Standards Committee). The Chinese delegation shared information on the functioning of the public audit system in China, explaining the work of the Shanghai Municipal Audit Bureau, its main areas of focus, and the structure of government audit in the country. They expressed interest in exchanging knowledge with the TCU on environmental auditing.

The meeting reinforced the TCU's commitment to international cooperation and the exchange of technical knowledge with other audit institutions, strengthening ties that contribute to the continuous improvement of public administration and the advancement of strategic agendas at the international level. The delegation's visit was followed by a second meeting on November 26, this time with the Court of Accounts of Rio de Janeiro State (TCE-RJ), attended by TCU head of department Renata Pugas and auditor Marcio Stern.
