OLACEFS launches digital transformation process in audit institutions

On March 12, the ADOPTE Program launched its training series with the first of five virtual sessions. Led by the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) and coordinated by the Brazilian Federal Court of Accounts (TCU), the session brought together 87 auditors from 11 Supreme Audit Institutions (SAIs) participating in the initiative.

The ADOPTE program aims to drive digital transformation and expand the use of technology-driven audits across OLACEFS member SAIs. It combines assessments of technological maturity with the development of strategies and action plans for Information and Communication Technologies (ICT). The program builds on the LOTA (“Leverage On Technology Advancement”) and pICTure initiatives of the INTOSAI Development Initiative (IDI).

The program stands out for its pilot approach, aiming to establish an innovative model of technical cooperation and strengthen the use of emerging technologies in government audits, within the International Organization of Supreme Audit Institutions (INTOSAI), currently chaired by the TCU.

Virtual meetings are a key step in training professionals from OLACEFS member SAIs and partners to support the ADOPTE program's activities.

During the first meeting, three key topics were addressed. Initially, participants discussed "Where does our SAI stand today?", focusing on the digital tools currently used in audits and manual processes that could be improved through technology.

The discussion then focused on "Barriers and challenges: what is preventing us from moving forward?" Participants then analysed obstacles to adopting more technology in audits, including capabilities, organizational culture, budget, and infrastructure, as well as the integration of digital tools into auditors’ work.

Finally, the topic "How do we begin our digital transformation?" explored the initial steps to enhance technology-driven audits, how ADOPTE, SAI ITMA, and LOTA SCAN can support the process, and strategies to overcome internal resistance to change. The next meetings are scheduled to take place in March and April.

LOTA and pICTure

These initiatives play a key role in digital transformation and IT governance for Supreme Audit Institutions. LOTA is designed to help SAIs stay up to date and relevant by leveraging advanced technologies and technology-driven audits. It covers a wide range of technologies, including cybersecurity, artificial intelligence, and blockchain, among others. The initiative focuses on assessing and optimizing the adoption and use of technology in audit and governance activities. It supports SAIs in conducting technological assessments, which help identify areas for improvement and innovation in audit processes.

Meanwhile, pICTure is an initiative that supports IT governance within SAIs. It promotes a holistic and strategic approach to managing information, data, applications, and technology, aiming to optimize IT resources. This initiative is essential in helping SAIs strategically integrate and manage technologies, contributing to more effective IT governance aligned with institutional objectives.
