TCU and UNDP Bring Together Experts to Discuss Citizen Participation in Public Oversight
International webinar to be held on September 17 with participation from Brazilian and international institutions; registration is open

The Brazilian Federal Court of Accounts (TCU), in partnership with the United Nations Development Programme (UNDP) Brazil and the UNDP Regional Hub for Latin America and the Caribbean, will host the international webinar Citizen Participation in Audit Institutions on September 17. The event will explore topics such as strengthening the relationship between citizens and government audit institutions and expanding public participation in monitoring public policies.
The webinar will take place from 11:00 a.m. to 1:00 p.m. (Brasília time) via Zoom. Participation is open to the public, and registrations are available through this link. Simultaneous interpretation will be provided in Portuguese, Spanish, and English.
The program will bring together experts from public institutions, civil society organizations, and international organizations to share experiences and discuss methodologies and tools for citizen participation. The objective is to encourage the exchange of practices that strengthen transparency, accountability, and trust in public institutions.
The webinar will also address topics such as open government experiences, social accountability, digital participation and inclusion, as well as opportunities for cooperation and learning among organizations from different countries.
TCU Experience
Representing the TCU, Aurelio Toaldo, Head of the Citizen Participation Unit of the Department of Institutional Relations (SRI), will present the TCU's Citizen Participation Framework, published in 2025. His presentation will focus on the application of the framework and the lessons learned by the TCU through audit processes. The initiative is part of the Court's efforts to expand public engagement in government audit activities and in the improvement of public policies.
The event will be moderated by Moema Freire, Regional Governance Team Leader at the UNDP Regional Hub for Latin America and the Caribbean, and María Soledad Gattoni, Civic Engagement Policy Specialist with UNDP's global Open and Inclusive Public Sphere team.
Other speakers include Ollin Pérez Raynaud, from the Organisation for Economic Co-operation and Development (OECD); Carolina Cornejo, from the Open Government Partnership (OGP); Clara Bois, from People Powered; and Renzo Lavin, who will present lessons learned from experiences related to the World Bank (BIRD) and the Inter-American Development Bank (IDB).
The Growing Role of Citizen Participation
The role of citizen participation in public institutions has gained increasing prominence in discussions on democratic governance. For supreme audit institutions, participatory mechanisms can help identify problems, incorporate diverse perspectives, and improve the quality of information used in oversight processes.
The webinar will provide an opportunity to compare experiences and discuss the conditions necessary for these mechanisms to be effective, inclusive, and capable of producing tangible results.
