Brazil Elected President of OLACEFS for the 2026 2028 Term
Administrative Session of the XXXIV General Assembly marks a new phase of regional integration

The Administrative Session of the XXXIV General Assembly of the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS), held on November 28 in Fortaleza, unanimously confirmed Brazil's election as president of the organization for the 2026 2028 term.
Minister Vital do Rêgo, President of the Brazilian Federal Court of Accounts (TCU) and newly elected OLACEFS president, thanked member countries for their trust and advocated for an approach based on active dialogue. He emphasized that the election represents the region's commitment to a shared agenda: "We are ready to take on this challenge with dedication and effort, and to expand the best practices that unite us. We will work together, based on active participation and constant dialogue," he stated.
The meeting was opened by OLACEFS President and Paraguay's Comptroller General, Camilo Benítez Aldana, who highlighted the importance of strengthening all Supreme Audit Institutions (SAIs) in the region. He stressed that supporting smaller SAIs enhances capabilities and consolidates a more integrated organization, noting that there are no small countries, only equal countries walking together.
In turn, OLACEFS Executive Secretary and Mexico's Senior Auditor, David Colmenares Páramo, pointed out that the organization has become a space that connects real solutions, enabling coordinated efforts through cooperation mechanisms.
During the meeting, Minister Vital do Rêgo reported on TCU's activities within OLACEFS over the past three years. A key highlight was the approval of UN General Assembly Resolution 79/231, which recognizes the strategic role of SAIs in achieving the United Nations Sustainable Development Goals (SDGs).
In the field of sustainability, the minister noted TCU's participation in two editions of the Coordinated Audit of Protected Areas and the consolidation of the Infrastructure and Energy Transition Commission (COINFRA), a technical group dedicated to modernizing public works audits, energy transition, and sustainable infrastructure. COINFRA has become a benchmark by producing guides, methodologies, and training tailored to Latin America and the Caribbean.
In digital transformation and innovation, progress included the ADOPTE Program, which strengthens technical cooperation in technology, continuous professional training in digital methodologies, and the sharing of tools such as ADDIE and ChatTCU, which enhance automation and standardization of audit processes.
On equity, diversity, and leadership development, emphasis was placed on strengthening ProInter: Women in Leadership, an exchange program focused on developing female leadership and promoting inclusion. Other notable actions included citizen participation initiatives, such as the launch of TCU's Citizen Participation Framework, public consultations, and youth-focused projects to bring new generations closer to the oversight agenda.
In combating transnational corruption, the work of the Technical Commission Against Transnational Corruption (CTCT), led by SAI Peru, and progress in adapting and implementing the e-Prevention system a key tool for detecting illicit schemes that cross borders were highlighted. Concluding his remarks, Vital do Rêgo stated that Brazil's election symbolizes a new stage of deep integration among the 22 countries that constitute OLACEFS.
In addition to Brazil's election to the presidency, the Administrative Session of the General Assembly presented committee and working group reports, financial audit results, and the institution's budget. The agenda also included Aruba's incorporation as a full OLACEFS member, selection of technical themes for 2026, international cooperation reports, approval of the best practices manual, presentation of commendations, signing of the Fortaleza Declaration, and discussions on topics such as term extensions and the choice of the 2027 host city.
The next OLACEFS Regional Assembly is scheduled to take place in Cali, Colombia, from July 21 to 24, 2026.
