ChatTCU Surpasses 136 Source Code Transfers
The AI tool created by the Brazilian Federal Court of Accounts is being shared with other Brazilian public bodies and with oversight organizations in other countries

The Brazilian Federal Court of Accounts (TCU) has surpassed the milestone of more than 136 transfers of the source code of ChatTCU, a generative artificial intelligence tool developed internally to support the activities of TCU auditors and staff. The most recent milestone was the signing of a Memorandum of Understanding with the Office of the Comptroller General of the Republic of Chile, adding to other international initiatives such as the cooperation agreement with the Superior Court of Accounts of Honduras.
The AI tool created by the TCU functions as a chatbot, an application that simulates human conversation, enabling users to obtain quick responses and guidance on administrative services, selected case law, regulations, and other subjects. With the source code provided by the TCU, other bodies or institutions can adapt it to their own contexts and needs.
The source code is shared free of charge through a standard licensing agreement, in accordance with TCU Regulation No. 69/2010. The aim is to foster innovation, promote efficiency, support the digital transformation of public administration, and strengthen social oversight through the use of artificial intelligence. Since the launch of ChatTCU, in 2023, the solution has already been licensed to ministries, courts of accounts, federal universities, oversight bodies, and institutions from different spheres of public administration.
TCU President Minister Vital do Rêgo emphasized that this expansion reinforces the Court of Accounts¿ leadership role in the responsible use of technology:
"ChatTCU shows that investment in innovation can generate benefits that cross borders. By sharing the code with more than a hundred institutions, we reaffirm our commitment to transparency, international cooperation, and the digital transformation of the public sector, always with responsibility and a citizen-centered focus."
Rainério Leite, Head of the TCU¿s Department of Information Technology and Digital Evolution, highlighted the project¿s reach:
"Since the launch of ChatTCU, we have held approximately 100 presentations of the tool to agencies across all branches and levels of government, including several international institutions. These exchanges not only increase the project¿s visibility but, more importantly, foster the sharing of experiences among public institutions, strengthening cooperation and accelerating the adoption of solutions that enhance the benefits delivered to citizens throughout the public sector."
In addition to domestic recognition, ChatTCU has already been highlighted by the Organisation for Economic Co-operation and Development (OECD) as one of the most advanced initiatives for the use of generative AI in oversight institutions worldwide.
