5th BRICS SAIs Summit

From May 6 to 8, the Brazilian Federal Court of Accounts (TCU) participated in the 5th BRICS SAIs Summit, in Bengaluru, India. The summit brought together supreme audit institutions (SAIs) from BRICS nations to discuss auditing infrastructure and urban mobility.

Deputy Minister Weder de Oliveira led the Brazilian delegation, which included representatives from the court's international relations and auditing departments.

During the event, Minister Weder de Oliveira emphasized the importance of technical cooperation among the member countries and proposed creating the group's Terms of Reference. The proposal was approved and will be developed under the TCU's leadership starting in 2027.

When addressing urban mobility, Weder de Oliveira emphasized that the TCU has expanded its scope to include evaluating the outcomes of public policies and their impact on the population, rather than focusing solely on financial matters. He stated that the Court's audits analyze planning, integration between transportation modes, sustainability, and the social benefits of investments.

At the event, Mauricio Ramos, an auditor from the Audit Department for Urban and Water Infrastructure (AudUrbana), presented a case study on auditing urban mobility projects and shared the TCU's experiences overseeing public investments. He presented the TCU case study during a panel with a presentation titled Efficiency in Public Investments: auditing urban mobility projects via the Five-Case model.

The Court's delegation also included Leonardo Naves, an auditor from the Department of International Relations (Serint), and Mauro Matias, Chief of Staff to Minister Weder de Oliveira. In addition to the official program, the Brazilian delegation met with representatives from China and Russia to strengthen cooperation and the exchange of experiences among audit institutions.

At the end of the meeting, the BRICS SAIs members solidified their commitments by approving the Bengaluru Declaration and the 2027 2028 Work Plan. Along with these long-term guidelines, the BRICS SAIs will move forward with the 2026 activity plan, which includes a series of technical webinars throughout the year.
