TCU leads Third Extraordinary General Assembly of OISC/CPLP
The Organization of the Supreme Audit Institutions of the Community of Portuguese-Speaking Countries approved new observer members during the Assembly. TCU has presided over the entity's General Secretariat since 1995

On May 13, the Brazilian Federal Court of Accounts (TCU), acting as General Secretariat, participated in the III Extraordinary General Assembly of the Organization of the Supreme Audit Institutions of the Community of Portuguese-Speaking Countries (OISC/CPLP) held online. The meeting was attended by representatives from Angola, Brazil, Guinea-Bissau, Mozambique, Cape Verde, Portugal, Sao Tome and Principe, Timor-Leste and Macau (observer).
The Assembly was opened by the President of the Supreme Audit Institution of Angola and acting president of the OISC/CPLP, Judge-Counselor Sebastião Domingos Gunza. The Secretary General of the Organization, Minister Benjamin Zymler, spoke, and, after his speech, he assigned the direction of the Assembly to Hugo Chudyson, Secretary of International Relations of the TCU, with the support of his team formed by public agents Renata Oliveira Costa, Marcio Stern, and João Pedro Bessa.
At the close of the meeting, the President of the OISC/CPLP expressed satisfaction with the Assembly's deliberations and confidence in in the Organization's continued growth and cooperation between the participating countries.
Strategic Plan 2023-2028
During the meeting, it was decided that the online meeting of the technical team for the development of the OISC/CPLP Strategic Plan (PET) 2023-2028 will take place from October 25 to 26, 2026.
IX Seminar and Young Auditors Meeting
One of the core points of the assembly was the approval of the period from October 27 to 29, 2026, for the IX Organization Seminar and the Young Auditors Meeting, which will take place in Luanda, Angola. Additionally, the theme of the event was defined as: "The role of SAIs in Digital Transformation, Sustainability and Transparency", suggested by the SAI of Angola.
Approval of observer members
Another highlight of the Assembly was the unanimous approval of the Rui Barbosa Institute (IRB), the Association of Members of the Audit Institutions of Brazil (Atricon), and the Brazilian Association of Municipal Audit Institutions (Abracom) as observer members of the OISC/CPLP. The decision was welcomed with enthusiasm by the participating SAIs and approved organizations.
In his speech, Counselor Inaldo Araújo, President of the IRB, expressed gratitude for the approval and underscored the importance of unity among Portuguese-speaking countries. Counselor Edilson Silva, President of Atricon, emphasized that collaboration of members strengthens the defense of independence and freedom. The inclusion of these new entities as observers expands opportunities for cooperation and reinforces joint action within the OISC/CPLP.

The Organization of the Supreme Audit Institutions of the Community of Portuguese-Speaking Countries (OISC/CPLP) is an autonomous and independent association, created to promote the development and improvement of its member institutions, through actions of technical, scientific and cultural cooperation within the framework of accountability and oversight of the use of public resources.
Since 1995, the General Secretariat of the Organization has been presided over by Brazil, represented by the TCU.
