TCU presents results of its INTOSAI chairmanship at congress in Egypt

The event marks the end of Brazil's term as chair of the organization and highlights TCU's achievements in innovation, poverty reduction, and climate governance

From October 27 to 31, the Brazilian Federal Court of Accounts (TCU) is taking part in the XXV International Congress of Supreme Audit Institutions (INCOSAI) in Sharm El-Sheikh, Egypt. The event brings together SAIs from more than 100 countries and marks the transfer of the INTOSAI chairmanship from Brazil to Egypt, concluding three years of leadership by the Brazilian Federal Court of Accounts. The agenda includes technical debates, side events, and seminars.

At the helm of INTOSAI since 2022, Brazil has led an agenda focused on innovation, sustainability, and stronger public governance. In Egypt, TCU will present the main achievements of its chairmanship, highlighting global initiatives such as ClimateScanner, the Energy Transition Practical Guide, the Multidimensional Poverty Index, and ChatTCU, an artificial intelligence tool developed by the Court and shared with organizations in Brazil and abroad.

A Legacy of cooperation and innovation

Under TCU's leadership, INTOSAI has advanced strategic topics aligned with the global sustainable development agenda. ClimateScanner, coordinated by TCU, has become an international benchmark for assessing climate governance and policies on mitigation and adaptation to climate change. The initiative fosters comparability among countries, promotes cooperation between audit institutions, and generates auditable data on climate-related risks and investments.

Another milestone of the Brazilian chairmanship was the Energy Transition Practical Guide, launched during COP29. Drawing on audits carried out in Brazil, the document proposes a methodology for evaluating public policies across four pillars: Governance, Justice and Inclusion, Financing, and Transition Issues. The Guide is currently being adapted for the Latin American context.

Combating poverty and advancing digital transformation

At INCOSAI, TCU will also present the Multidimensional Poverty Index (MPI), developed in partnership with the Oxford Poverty and Human Development Initiative (OPHI) at the University of Oxford and the United Nations Development Programme (UNDP). The project aims to connect public spending with tangible results in poverty reduction, considering factors such as health, education, housing, employment, and vulnerability.

In the field of digital transformation, TCU will showcase ChatTCU, a virtual assistant powered by generative artificial intelligence. Developed in-house, the system supports staff in tasks such as document analysis, translation, and legal research, with a strong emphasis on information security and the ethical use of technology.

Since 2023, the ChatTCU source code has been freely shared with more than 130 Brazilian public institutions, including courts of accounts, ministries, and universities. The initiative has been recognized by the OECD as one of the most advanced examples worldwide of generative AI applied to public auditing.
