The vice-president of the Brazilian Federal Court of Accounts (TCU), Minister Jorge Oliveira, delivered the closing lecture of the 10th International Conference on Oversight and Public Policies, held from May 19 to 22 in Belo Horizonte, Brazil. Organized by the Rui Barbosa Institute (IRB) and the Minas Gerais State Court of Accounts (TCE-MG), the event brought together senior level officials, experts, members of oversight bodies, researchers, and representatives of civil society.
Under the theme The Brazilian Federal Court of Accounts and Consensus Building, Minister Jorge Oliveira highlighted the importance of institutional dialogue as a means to improve public administration efficiency and increase the effectiveness of public policies. According to the minister, consensus based approaches represent an important step forward in government audit, allowing for faster and more effective solutions to conflicts in public management.
Oversight institutions must increasingly focus on building solutions. Consensus strengthens institutional dialogue, enhances legal certainty, and prevents deadlocks from undermining the delivery of public policies to society, Oliveira said.
During his address, the minister stressed that the work of oversight institutions should be aligned with the pursuit of tangible results for the population. He also noted that consensual mechanisms help prevent the suspension of public infrastructure projects and strategic programs, reducing negative impacts on public administration and on citizens.
Recognized as one of Brazil's leading forums on governance, oversight, and public policy, the International Conference on Oversight and Public Policies promoted discussions on institutional strengthening, transparency, development, and human rights, bringing together Brazilian and international experts to address key issues in improving public management.
