"It comes from the great Rui Barbosa, creator and patron of the Federal Court of Accounts (TCU), the significant lesson that daily guides my actions as a minister of the Court. Judging is an act of ratio and conviction, which cannot be converted in carelessness with reality and in discretion.

The university education provided me with tools to decide with rationale and technic. The years of experience as an examined public servant, who always passed public exams, equipped me with a modern vision of the Public Administration role. The conviviality with the representatives of the people, in the Public Senate, taught me that the reality of the Brazilian society is complex and tougher than the perspective from the Brazilian offices.
